1/27/2010: Governor Paterson Announces Historic Solar Energy
Project
Unprecedented Clean Energy Project to More Than
Quintuple the Amount of Solar Energy Produced by New York
State
The New York Power Authority (NYPA) issued a request for
proposals (RFP) seeking a public-private partnership for the
installation of up to 100 megawatts (MW) of photovoltaic
(PV) systems across the State. This initiative will boost
New York State's growing solar industry, create clean energy
jobs and support efforts to reduce the carbon footprint of
State and local public facilities by reducing greenhouse gas
emissions by an estimated 45,000 tons per year. When fully
installed, this project will be the largest solar initiative
in State history and will generate the equivalent of
powering approximately 15,000 homes.
1/8/2010: Governor Paterson Announces Nearly $300 Million
For Renewable Energy Projects
New York State Set Aside $300 Million for Renewable
Energy Projects
New York State Energy Research and Development Authority
(NYSERDA), in conjunction with the Public Service Commission
(PSC), will provide nearly $300 million for renewable energy
projects under the Renewable Portfolio Standard Program
(RPS), which will help accelerate the development of New
York’s clean energy economy. With these awards, New York
continues to invest in clean energy to achieve Governor
Paterson’s goal of meeting 45 percent of the State’s energy
needs through energy efficiency and renewable energy by
2015.

New York Implements Plan To Guide State to a Clean Energy
Economy
Governor Paterson accepted the final 2009 State Energy Plan
from the New York State Energy Planning Board. The Energy
Plan provides a comprehensive blueprint for New York to
continue to transition to a clean energy economy over a
10-year planning horizon, and is the first State energy plan
since 2002. The transition to a clean energy economy is a
core component of Governor Paterson’s New Economy Jobs Plan
and is expected to create tens of thousands of jobs in New
York.

Metals has Reopened in Niagara Falls
Silicon Manufacturer Invested $27 million and Created 138
Jobs in first phase of $60 million Expansion
Project Expected to Create 500 Well-Paying Jobs on
Completion
Globe Specialty Metals Inc., a leading silicon manufacturer,
has reopened its Niagara Falls plant, investing $27 million
and creating 138 jobs as part of the first phase of a $60
million economic development project. The company has
restarted its two furnaces and has upgraded the equipment
used to produce approximately 30,000 tons of metallurgical
grade silicon each year.

Governor Delivers on State of the State Promise to Create
Battery and Energy Storage Technology Consortium
Governor Paterson announced the first round of requests for
proposals under the New York Battery and Energy Storage
Technology Consortium, known as NY-BEST. Governor Paterson
called for the consortium in his State of the State address
earlier this year, and announced the creation of NY-BEST and
$25 million in dedicated funding in May. This effort will
position New York as a leader in the development of energy
storage technology and bolster New York’s clean energy
economy. Today’s announcement takes the next step in
accelerating the development of energy storage technology,
providing additional opportunities for economic growth and
job creation in the State.
4/21/2009: Governor Paterson Announces Clean Energy Job
Creation Initiatives
$276.5 Million Investment to Spur Clean Energy Job Creation
in New York
Four Clean-Energy Business "Incubators" to be Established in
Brooklyn, Buffalo, Rochester and Syracuse
Governor Paterson announced a series of initiatives to spur
job growth throughout New York State. In advance of Earth
Day, the Governor’s initiatives are designed to accelerate
economic growth and create clean-energy jobs, while
enhancing New York’s renewable and energy efficiency
programs. Over a quarter of a billion dollars will be
invested to reverse the pattern of ever-increasing energy
consumption in New York State. Separately, four
small-business “incubators” in New York will begin to
provide specialized support for the development of early
stage clean-energy technology companies and expand the
State’s workforce.
4/7/2009: Governor Paterson Announces New Solar Cell
Manufacturer to Move to Dutchess County
SpectraWatt to Bring 161 New Jobs to New York
SpectraWatt, a designer and manufacturer of energy-efficient
technologies, will build its new headquarters in Dutchess
County, bringing 161 new jobs to the area. This $81 million
investment will provide a state-of-the-art facility to house
SpectraWatt’s first manufacturing line and serve as the
company’s global research and development center.
SpectraWatt is New York’s first solar cell manufacturing
firm to start operations in the State. The company comes to
New York State on the heels of Globe Specialty Metals
announcing their intention to locate in Niagara Falls and
begin producing solar grade silicon. SpectraWatt Inc. will
receive an option to purchase 200 metric tons of Globe’s
silicon per year. New York State’s silicon incentive is the
only known government incentive in the United States
offering silicon to solar cell manufacturers.
