Atlantic Yards Community Development Corporation

The Atlantic Yards Community Development Corporation (AYCDC)is a subsidiary of Empire State Development. It is charged with reviewing and making recommendations on proposed changes to the Project Plan, and monitoring construction impacts and quality of life issues for the Atlantic Yards Project.  

Established June 2014, AYCDC serves in an advisory capacity to the ESD Board of Directors.  It is governed by 14 directors, nine appointed by the Governor and five by other elected officials – President Pro Tem of the NYS Senate, Speaker of the NYS Assembly, NYC Mayor, Speaker of the NYC Council, and Brooklyn Borough President.

The Atlantic Yards Project

The Atlantic Yards Project is a 22-acre, $4.9 billion project, that consists of the 18,000-seat Barclays Arena; the development of a reconfigured and improved LIRR train yard and subway facility upgrades; the development of 16 buildings for residential and commercial uses, including up to 6,430 apartments, of which 2,250 will be affordable to low, moderate and middle income households; and the creation of eight acres of publicly accessible open space.

Empire State Development, in conjunction with the Metropolitan Transportation Authority (MTA), the City of New York, and affiliates of Greenland Forest City, proposes to implement the Atlantic Yards Project in two phases. Phase 1 includes the Arena, four residential and commercial buildings, along with an updated MTA rail yard, and a brand new subway entrance.
