In September 2023, Empire State Development issued a Request for Proposals (RFP) to redevelop the former Bayview Correctional Facility site in Chelsea. Following a competitive selection process, a development team comprising Camber Development Group and the Osborne Association – a 51% non-profit owned team – was conditionally designated to purchase and adaptively reuse the site with a proposal called “Liberty Landing.” 

Liberty Landing will feature up to 147 income-restricted units, including at least 60 supportive housing units, and up to approximately 20,000 square feet of community facility space. The project will include space for community-oriented services and programming including a 15-bed Short Term Transitional Housing program.
