Outer Harbor
Nearly $50 million in state funds have remediated and transformed the Outer Harbor from defunct former port, industrial, and landfill uses that had been largely inactive for three decades into a place for sunset strolls, grabbing a drink, renting a bike or kayak, and enjoying a concert on the waterfront. ECHDC’s first acquisition involved the land that came to be known as Wilkeson Pointe from the New York Power Authority (NYPA) and private entities in 2008 and 2012. ECHDC later acquired roughly 400 acres of the former “Port of Buffalo” from the Niagara Frontier Transportation Authority (NFTA) in phases from 2014 to 2016, with approximately 190 acres being dedicated to Buffalo Harbor State Park and the rest managed by ECHDC. In 2016, ECHDC also received the First Buffalo River Marina site from NYPA, which continues to be operated by a private vendor.
