Governor Andrew M. Cuomo today announced the success of the 2017 Adirondack Summer Challenge, promoting the world-class tourism destinations and recreational opportunities in Upstate New York. This year’s Challenge was the fifth annual Adirondack summer event hosted by the Governor, showcasing outdoor activities available to visitors in the region, including hiking, golfing and horseback riding.  "The Adirondacks are one of New York's most treasured resources, with exquisite natural beauty, thrilling recreational activities, and our investments to promote and enhance these assets to attract even more visitors and revenue to the region," Governor Cuomo said. "To know the North Country is to love the North County and the Adirondack Challenge is a premiere showcase for all that this great region has to offer."‎ "The majestic Adirondack Mountains have long been the meeting grounds for both summer and winter athletic competitions, so it is a fitting location for the Adirondack Summer Challenge," said Lieutenant Governor Hochul. "More and more world-class sporting organizations are recognizing the grandeur of one of New York’s favorite vacation destinations by staging their championship competitions here, bringing more tourism dollars to New York’s North Country." Governor Andrew M. Cuomo today announced the groundbreaking of a $33 million deluxe hotel on the shores of Chautauqua Lake. Hart Hotels Inc. and Krog Group will work in tandem to build the $33 million upscale hotel in the lake front community of Celoron. The project is one of the largest private-sector-fueled, tourism-based developments to take place in Chautauqua County. “Chautauqua Lake is one of Western New York State’s greatest tourism assets and by building these high-quality accommodations, we are showcasing the region’s unique waterfront areas to attract even more visitors and revenue,” Governor Cuomo said. “Our investments to enhance Western New York's tourism assets, including the national Comedy Center opening next year in Jamestown, help drive economic growth throughout the region." Howard Zemsky, President, CEO & Commissioner of Empire State Development, said, "The new Chautauqua Harbor Hotel will benefit not only from seasonal summertime travel, but also from corporate and overnight stays during the week because of its proximity to Jamestown, with its 30,000 residents and business community. The REDC recognized that this portion of Chautauqua Lake was long overdue for a resort style hotel that will grow the tourism economy by attracting visitors from nearby states and Canada."   Read the full press release here.

Participating Productions Generated an Estimated $1.05 Billion in Spending; Created More Than 65,000 New Hires in the State Empire State Development (ESD) today congratulated 39 New York-based productions that received 128 nominations for the 2017 69th Annual Primetime Emmy Awards. Of the productions nominated, 20 participated in the New York State Film Tax Credit Program, garnering 81 nominations and generating an estimated $1.05 billion in spending and more than 65,000 new hires statewide. “New York State runs one of the most robust Film Tax Credit Programs in the nation, which continues to facilitate billions of dollars in New York State spending, and creates hundreds of thousands of jobs each year,” said ESD President, CEO & Commissioner Howard Zemsky.  “Congratulations to today’s New York-based Emmy Award nominees that continue to drive New York’s reputation as a leader in the film and television industry and showcase our finest talent.” The New York State Film Tax Credit Program attracts award-winning television series and stimulates infrastructure investments that will continue to impact the state’s economy for years to come. As a result, television production has increased exponentially and the state is currently home to 85 Qualified Production Facilities (QPFs). Since 2011, 296 television productions have applied for the New York State Film Tax Credit Program, generating more than $12 billion in local spending and creating more than 720,000 new jobs. Empire State Development today announced that RUPCO, an affordable housing advocacy nonprofit and community developer, will partner with Stockade Works to establish The Metro, an innovative 70,000 square-foot hub for film & technology,  Maker Spaces, and other creative uses in the former MetLife Hall of Records at 2 South Prospect Street in Kingston. The co-working center will include a sound stage for film and television production, a post-production facility, job-training center, and seven light industrial and manufacturing suites. “The Metro will be home to two of New York’s premier industries – manufacturing and film and TV,” said ESD President, CEO, and Commissioner Howard Zemsky. "This project highlights the strength and success of New York State’s community-based approach to economic development, by recognizing and responding to a growing need in the Mid-Hudson region for exactly this kind of innovative workspace. The Metro will generate local jobs for local residents and Empire State Development is proud to support this project’s growth and success.” Empire State Development is supporting the development of The Metro with a grant of up to $1 million, which was recommended by the Mid-Hudson Regional Economic Development Council (MHREDC) in Round VI of the REDC initiative. Hudson Valley-based community developer RUPCO will invest $14 million for the renovation of the former MetLife Building. Stockade Works, a nonprofit dedicated to fostering economic growth through film and technology, will be The Metro’s anchor tenant and provide invaluable job training in the film and TV industry. The Metro’s tenants will also include local manufacturing and industrial enterprises. The facility is expected to be completed in Spring 2019. “The opportunity to once again repurpose a fallow, vacant building -- this time through a community wealth-building approach to bring a mix of creative uses, all with the purpose of creating local jobs and capturing local wealth -- is very exciting. This project is about creating opportunity for everyone,” says Kevin O’Connor, Chief Executive Officer at RUPCO. “Stockade Works is excited to partner with RUPCO to realize our vision for a community media hub to further education and innovation to ready the local workforce for jobs in film, television, and technology,” said Mary Stuart Masterson, Stockade Works Founder and Board President. “Stockade Works is dedicated to fostering the further potential of film and technology in the Hudson Valley to increase economic growth and support local communities. As a driver of economic development in the region, Stockade Works attracts outside production and technology start-ups, connects regional media professionals, and trains the local workforce to create local crew and tech professionals.” The Metro will build on New York State’s position at the forefront of the film and TV industry. The New York Film Tax Credit Program is funded at $420 million per year with a 30 percent tax credit for qualifying productions and post-production work. Since 2011, the New York State Film Tax Credit Program has received more than 1,500 applications, generating more than $17 billion in New York State spending. In 2016, Governor Andrew M. Cuomo enhanced the program in the Mid-Hudson region, offering productions an additional 10 percent credit on qualified labor costs. Additionally, in most Upstate counties, like Ulster County, the post-production program was extended from a 30 percent tax credit to 35 percent with an additional 10 percent credit on qualified labor costs. Since the expansion of the New York State Film Tax Credit Program, there has been a rapid increase in the construction of Qualified Production Facilities (QPFs), including soundstages, across the state. Since 2016, the number of QPFs has increased from 70 to a total of 85 facilities statewide; outside New York City the growth is even more dramatic, rising from 30 QPFs in Upstate New York in 2016 to 45 today. The Metro’s two new film and television soundstages and a post-production facility  builds on efforts to ensure that New York State’s infrastructure meets growing demand in the film and TV industry in the Mid-Hudson region and across New York State. Cuomo today signed legislation and announced new actions to support the emerging industrial hemp industry and boost the agricultural economy in New York State. This legislation solidifies the status of industrial hemp as an agricultural commodity under New York Agriculture and Markets Law and creates an industrial hemp working group to advise the State on research and policies concerning the crop. It also creates a one-stop shop to help producers and processors better understand state and federal regulations and requirements. Investment in Agriculture and Tourism Destination Complements “Finger Lakes Forward” – Region’s Successful Upstate Revitalization Initiative Strategy to Grow the Economy and Create New Opportunities Empire State Development today announced that a two year, nearly $8 million project  to upgrade the City of Rochester’s Public Market has been completed. The undertaking included renovation work to improve and expand market amenities for vendors, shoppers and businesses including the addition of a covered outdoor vending shed. The project also expanded the number of vendor stalls available, adding to the diversity of products available. A demonstration/education kitchen is also now on-site, and other amenities were added to improve the comfort and experience for visitors and vendors including new restrooms. The project is expected to lead to an estimated $8 million increase in annual sales. Empire State Development President and CEO Howard Zemsky said, “The renovation of the historic Public Market in Rochester will help to provide much-needed access to fresh food, facilitate the creation of agriculture-related jobs in the region and make the market even more attractive to tourists. Supporting local agricultural and tourism efforts are crucial to the success of the Finger Lakes Forward regional economic development plan.” The Rochester Public Market attracts many tourists each year and in 2010 was even named “America’s Best Farmers’ Market” by American Farmland Trust. The market is also home to the nation’s largest farmers’ market Supplemental Nutritional Assistance Program (SNAP) with nearly $1 million in assistance redeemed each year. SNAP helps low-income families purchase fresh, healthy produce.   To help with the market upgrade, Empire State Development, through the Finger Lakes Regional Economic Development Council, awarded capital grant funding totaling $2 million. The Market also received $2 million from the New York State Department of Agriculture and Markets and $500,000 from additional state funds secured by Assemblyman David Gantt. The total project cost of the market improvement project was a little more than $8.3 million. State Agriculture Commissioner Richard A.
