Empire State Development Announces CBC Manufacturing Will Consolidate Operations in the City of Rochester

Company Plans to Create and Retain Over 80 New Jobs at Facility Over the Next Five Years

State Investment in Company’s Growth Complements “Finger Lakes Forward” – The Region’s Comprehensive Strategy to Revitalize Communities and Grow the Economy

Empire State Development (ESD) today announced that holding company CBC Manufacturing will consolidate and grow its operations in the City of Rochester, Monroe County. The company will invest $4.45 million to build out the manufacturing facility at XLI Manufacturing, which is currently located on Vanguard Parkway, to accommodate for the integration of its regional assets. CBC recently purchased XLI Manufacturing, a full-service contract manufacturer. Once completed, the operations of XLI, Golf Products Wire EDM and Solar Raceway will all operate out of the Vanguard facility. This relocation is expected to be completed by the end of 2019.

Empire State Development President, CEO & Commissioner Howard Zemsky said, “CBC Manufacturing’s decision to consolidate and expand operations in Monroe County reflects the success of our strategic support for growing and revitalizing the Upstate economy, especially by adding jobs and opportunity.”

CBC Manufacturing is a holding company that owns and operates various manufacturing businesses that support a number of industries, including solar, optics, aerospace and the medical services industry.  For more than 30 years, XLI Manufacturing has provided contract manufacturing services for some of the nation’s leading equipment manufacturers, among other things, medical diagnostics, digital medical imaging and hydrogen fuel cells. Golf Products Wire EDM, currently located in Spencerport, specializes in wire edm precision machining for a range of industries. Established in 2014, Solar Raceway, which is currently located on Cairn Street in Rochester, offers wire management systems that are designed to meet the need of any commercial, residential or utility solar installation.

Chad Carta, President of CBC Manufacturing said, “CBC is pleased to partner with Empire State Development, Monroe County and the City of Rochester in order to facilitate the growth of our subsidiaries. By partnering with the community, we will be able to consolidate our facilities and create new jobs for the Rochester area. We continue to work closely with our community partners in a long-term effort to drive manufacturing growth.”

ESD is facilitating the consolidation with $300,000 through the Excelsior Jobs Tax Credit program in exchange for CBC Manufacturing’s commitment to create up to 44 new jobs over the next five years. A total of 42 jobs will be retained at the consolidated facility. The total project cost for the renovation work and expansion is placed at $4.45 million. Monroe County and Greater Rochester Enterprise also assisted with this project.

State Senator Joe Robach said, “Every job is critically important to our local workforce and economy. CBC Manufacturing’s decision to consolidate and grow operations in the City of Rochester is great news for the residents of Monroe County and will create and retain over 80 jobs.  I look forward to working with CBC Manufacturing and appreciate their commitment to Rochester.”

State Assembly Member Jamie Romeo said, “Once again I am pleased to see new investment in our area’s precision manufacturing sector and I congratulate Empire State Development for continuing to work diligently to create and maintain jobs in the Finger Lakes Region.  More investment in our community and the creation of good paying jobs has been and will remain one of my top priorities.”

Rochester Mayor Lovely A. Warren said, “I want to congratulate and thank CBC Manufacturing for its investment in Rochester and supporting the growth of our manufacturing base. “I am grateful to Governor Cuomo and Empire State Development for retaining and growing jobs in Rochester through Finger Lakes Forward. Together, we are advancing towards our goals of creating more jobs, safer, more vibrant neighborhoods and better educational opportunities in Rochester.”

Monroe County Executive Cheryl Dinolfo said, "Monroe County is proud to support CBC Manufacturing in its consolidation of operations, which will create dozens of jobs here in our community. Investing in Monroe County is a no-brainer considering our wealth of human capital, skilled technical workforce and world-class quality of life. We will continue expanding our efforts to create more jobs and build stronger families for generations to come."

Matt Hurlbutt, president and CEO, Greater Rochester Enterprise said, “Affordable commercial real estate and available skilled technical talent prompted CBC Manufacturing to expand in the Greater Rochester, NY region.”

Accelerating Finger Lakes Forward

Today’s announcement complements “Finger Lakes Forward,” the region’s comprehensive blueprint to generate robust economic growth and community development. The State has already invested more than $6.1 billion in the region since 2012 to lay the groundwork for the plan – investing in key industries including photonics, agriculture‎ and food production, and advanced manufacturing. Today, unemployment is down to the lowest levels since before the Great Recession; personal and corporate income taxes are down; and businesses are choosing places like Rochester, Batavia and Canandaigua as a destination to grow and invest in.

Now, the region is accelerating Finger Lakes Forward with a $500 million State investment through the Upstate Revitalization Initiative, announced by Governor Cuomo in December 2015. The State’s $500 million investment will incentivize private business to invest well over $2.5 billion – and the region’s plan, as submitted, projects up to 8,200 new jobs.
