Empire State Development Announces Completion of the $18.7 Million Garvies Point Road Waterfront Connector in Glen Cove

Multi-Modal Roadway in Nassau County Provides Connectivity, Supports Community Restoration and Improves Waterfront Access 

Empire State Development (ESD) today announced the completion of the $18.7 million Garvies Point Road Waterfront Connector in Glen Cove, Nassau County. The new waterfront connector, also known as Herb Hill/Garvies Point Road, has transformed a degraded and inadequate one-mile roadway into a “complete street” with new pedestrian sidewalks, sewer, water and electrical utilities, and storm management infrastructure. This is part of the city's long-term efforts toward transforming the Glen Cove Waterfront by removing blight and contamination and to create a vibrant new mixed-use redevelopment. 

ESD Acting Commissioner and President & CEO-designate Eric Gertler said, “Ensuring that our cities are walkable and bikeable, with access to the amenities that make them unique and inviting, are vital to our placemaking efforts. The strategic investment in Herb Hill/Garvies Point Road will help to revitalize and enhance an area of Glen Cove, allowing the community to better showcase part of the North Shore and generate new interest from residents, visitors and businesses.” 

As part of the project, the roadway’s grade was elevated, with all utilities being relocated underground to provide better resiliency against future storm events. The transformed roadway provides the residents of Garvies Point and Glen Cove the ability to utilize public amenities such as parks, marinas, playgrounds, and the public walk that have been built for the new Glen Cove Garvies Point mixed-use waterfront project. The City will also have a commuter ferry service operating from the waterfront, which will bring additional users to the area. This project was supported by a $2.5 million ESD capital grant, recommended by the Long Island Regional Economic Development Council.   

ESD has provided previous support to the City of Glen Cove to help with their revitalization efforts to create vibrant, walkable and livable communities. Glen Cove received a RESTORE NY Communities Initiative grant for $695,000 towards the construction of a $4.26 million project to redevelop 214 acres as part of their waterfront revitalization efforts and to construct a new ferry terminal building on a vacant remediated Brownfield site.   

LIREDC Co-Chairs Kevin Law and Stuart Rabinowitz, President of Hofstra University said, "The completion of this project is a notable milestone that showcases the importance of infrastructure projects to our regional economy and quality of life. This revitalized roadway now acts as a connector that makes it easier for Garvies Point Road area residents and visitors to access and experience the transformation of the Glen Cove Waterfront."  

Assemblymember Charles D. Lavine said, "The completion of this project, which contributes to the ongoing evolution of the waterfront, provides vastly improved access to the area and is also vital to the future economic prosperity of the city of Glen Cove." 

“The Garvies Point Road Connector will transform the waterfront in Glen Cove by hardening critical infrastructure and connecting many of the City’s hidden gems to residents for the first time,” said Nassau County Executive Laura Curran. “I have long advocated for redevelopment of our downtowns to make Nassau the best place to live, work and play. I want to thank Empire State Development and New York State for funding this important public works project.” 

Glen Cove Mayor Tim Tenke said, “The ten-year reconstruction of Herb Hill/Garvies Point Road was made possible by the partnership between RXR, the City, the LIREDC, the CDA, designers, engineers, contractors, our elected delegation and most importantly, our funders. Without the generous support of the federal, State and County government, none of this would have been possible.”
