Empire State Development Announces Grand Opening of Soleno's $22 Million Pipe Manufacturing Facility in Saratoga County

Quebec-Based Company Creating At Least 50 New Jobs

State-of-the-Art Facility Will Provide Sustainable Solution for Replacing Aging Water Infrastructure in the Northeast

Empire State Development (ESD) today announced the completion and grand opening of Soleno's new $22 million high-tech pipe manufacturing facility at the W.J. Grande Industrial Park in Saratoga Springs, Saratoga County. The company utilizes recycled plastic to make a variety of water management systems for use under roads, in residential areas, and in the farming community. This is the company’s first expansion into the United States, which will increase its production and create at least 50 new jobs.

Empire State Development President, CEO, and Commissioner Hope Knight said, "Soleno is already an industry leader in pipe manufacturing with a commitment to innovative technologies and solutions. The company's decision to expand into New York and create even more jobs in the Capital Region is a testament to our strategy and investments to establish the state as a hub for manufacturing."

Soleno, a nearly 50-year-old family-owned business, designs, manufactures and distributes sustainable plastic pipes and other products for water management solutions. The company’s water piping products are primarily made from recycled high-density polyethylene and can last for more than 100 years, requiring less maintenance and resulting in a reduction in the amount of plastic in area landfills.

The 45,000 square foot facility will enable Soleno to introduce its latest product line and enhance the company’s ability to reach and serve a larger customer base. The company, which is moving beyond stormwater management to adopt a global approach to sustainable water management, will now be able to extend its field of expertise to sanitary water, waterworks, hydroelectric and high-pressure applications – sectors that are mainly served with traditional materials like concrete pipes. The high-density polyethylene pipe has the lowest ecological footprint compared to other materials, allowing the company to offer its customers and the local community the most sustainable alternative for water management infrastructure projects.

Soleno President Alain Poirier said, "Establishing a factory here in Saratoga Springs allows us to reach a new level of proximity to our markets and positioning us as a leader in North America’s water management sector. We see this expansion as an opportunity to push the boundaries of innovation for more resilient and sustainable infrastructure while creating jobs and developing partnerships in the local community."

ESD is supporting the project with $1.125 million in performance-based Excelsior Jobs tax credits and a $975,000 capital grant. This funding was recommended by the Capital Region Economic Development Council. Additional assistance is being provided by the Saratoga County Industrial Development Agency and Saratoga Economic Development Corporation.

Saratoga County Industrial Development Agency CEO Scott Duffy said, "This project is a win for Saratoga County. Soleno's decision to establish its first American footprint in Saratoga Springs is proof to the collective efforts of state and local partners to bring in businesses and industries to expand and grow here. We are excited to welcome Soleno and look forward to a long and successful relationship."

CREDC Co-Chairs Ruth Mahoney and Dr. Havidán Rodríguez said, "Soleno's expansion highlights how a business can grow by creating innovative and sustainable solutions that will ultimately create jobs and enhance regional economic opportunities. We are excited that Soleno chose the Capital Region for its first American facility and, on behalf of the entire Regional Council, offer our congratulations and support."

State Senator Jim Tedisco said, "I'm happy to join Empire State Development today in welcoming Soleno's new manufacturing facility to Saratoga Springs and Saratoga County and the new jobs and positive economic impact it will have on the 44th Senate District -- where all good things emanate."

Assembly Member Carrie Woerner said, "I am excited to welcome Soleno, an environmentally positive manufacturing business that has expanded their successful Canadian company to New York. And, I am thrilled they have chosen Saratoga Springs as their first U.S. home. Thank you to Empire State Development, the Saratoga County Industrial Development Agency, and the Saratoga Economic Development Corporation for their support for this sustainable materials facility that will create new jobs and help attract even more new business to our region."

Saratoga Springs Mayor John Safford said, "The Saratoga Springs community is both excited and proud that Soleno has chosen our community to locate their company to. Soleno represents the most ecofriendly water handling systems that will transform the way water is distributed in our communities and throughout the United States. They will be an excellent addition and partner in the economic environment of our unique city in the country."

Soleno chose to expand into New York State because it is a global leader in finding environmentally friendly solutions for implementation. The Saratoga Springs location is strategically positioned between major municipalities like New York City, Boston, Montreal, Buffalo, Toronto and Philadelphia, providing the company with access to large potential markets. The location's proximity to both also puts the company close to both the Northway (Interstate 87) and the New York State Thruway for convenience in shipping.
