ESD Announces ON Semiconductor Will Expand Operations in Rochester

Innovative Company Plans to Add More Than 30 New Jobs; More than 180 Positions will be Retained

Supporting ON Semiconductor’s Expansion Complements “Finger Lakes Forward” – The Region’s Comprehensive Strategy to Revitalize Communities and Grow the Economy

Empire State Development (ESD) today announced that a leading supplier of semiconductor-based solutions, ON Semiconductor, is planning to add to its workforce in Rochester, Monroe County and grow operations at its Lake Avenue location at Eastman Business Park (EBP). The company will expand its current test and assembly operations creating up to 34 jobs over the next two years; 185 jobs will also be retained.  ON Semiconductor is also home to the innovative American Institute for Manufacturing Integrated Photonics (AIM Photonics) Headquarters and its Testing, Assembly and Packaging (TAP) facility. The expansion is expected to be completed in December 2018.

Empire State Development President CEO& Commissioner Howard Zemsky said, “Our regional efforts to breathe new life into Eastman Business Park are energized by companies like ON Semiconductor, which will soon be expand their operations. This is further proof that innovative companies are realizing that the Finger Lakes are a great place to grow and that our Finger Lakes Forward economic development plan is working.”

ON Semiconductor is focused on energy efficient innovations in an effort to reduce global energy use. The company offers a comprehensive portfolio of over 80,000 energy efficient power management, analog, sensors, logic, timing, connectivity, discrete, SoC and custom devices utilized in, computing, consumer, industrial, medical and military/aerospace applications. The company operates a network of manufacturing facilities, sales offices and design centers which are located in key markets throughout North America, Europe, and in the Asia Pacific region.

“Manufacturing is a core competency for ON Semiconductor and the majority of ON Semiconductor’s manufacturing operations are done internally through the company’s industry leading cost structure,” said Bill Schromm executive vice president and Chief Operating Officer. “We are excited to be working with the State of New York and appreciate their support with this investment.”

Michael Miller, ON Semiconductor Rochester General Manager said, “This expansion is important to our company as it significantly increases our assembly capacity at the ON Semiconductor Rochester location.”

Empire State Development is helping to facilitate the company’s growth in New York State through a $4.3 million Finger Lakes Forward Upstate Revitalization Initiative Grant. The company will also receive $1.7 million through the Excelsior Jobs Tax Credit Program in exchange for job creation commitments. The company plans to invest more than $1.6 million in facility and equipment upgrades. The total project cost has been placed at a little more than $6.6 million.

“New key products that are part of the ON Semiconductor imaging growth strategy will be assembled and tested here in Rochester,” said Herb Erhardt General Manager Industrial Solutions Division. “This builds on the rich digital imaging history of this location and our business. Over the years, the Rochester site has been instrumental in developing innovative sensor technologies for applications ranging from digital still cameras to state-of-the-art machine vision systems and even space exploration.”

This project builds on the success story that is the rebirth of Eastman Business Park in Rochester.  EBP, the site where Kodak began manufacturing photographic film and paper more than a century ago, has been repurposed to aid with reinvigorating the region. Today, the campus supports over 100 companies, employing over 6,000 people. Besides ON Semiconductor and AIM Photonics, businesses such as Kodak, DuPont, SiGNa Chemistry, Harris, Carestream, Columbia Care, Ortho Clinical Diagnostics, LiDestri Food & Drink, Love Beets, and Acquest Development all call EBP home.”

Accelerating Finger Lakes Forward 

Today’s announcement complements “Finger Lakes Forward,” the region’s comprehensive blueprint to generate robust economic growth and community development. The State has already invested more than $5.2 billion in the region since 2012 to lay the groundwork for the plan – investing in key industries including photonics, agriculture‎ and food production, and advanced manufacturing. Today, unemployment is down to the lowest levels since before the Great Recession; personal and corporate income taxes are down; and businesses are choosing places like Rochester, Batavia and Canandaigua as a destination to grow and invest in.

Now, the region is accelerating Finger Lakes Forward with a $500 million State investment through the Upstate Revitalization Initiative, announced by Governor Cuomo in December 2015. The State’s $500 million investment will incentivize private business to invest well over $2.5 billion – and the region’s plan, as submitted, projects up to 8,200 new jobs.
