Investment Complements “Finger Lakes Forward” – The Region’s Comprehensive Strategy to Revitalize Communities and Grow the Economy

Empire State Development (ESD) today announced that global positioning, navigation and timing systems manufacturer Orolia USA will establish its new headquarters at another location in the Town of Henrietta in Monroe County. The company will occupy space in a facility located at Erie Station Business Park on Becker Road. With two locations currently in the Rochester area, Orolia USA will move into a new space in an effort to better accommodate the company’s 90 local employees. Orolia USA plans to create up to 32 additional local jobs as a result of the relocation. The company will continue to maintain an office in the City of Rochester where 11 workers are employed. Orolia USA plans to be operational in the new headquarters by the end of 2019.

Empire State Development President, CEO & Commissioner Howard Zemsky said, "Orolia USA’s decision to establish its headquarters in the Town of Henrietta reflects the region’s talent and tech strengths, creates new high-quality jobs and supports New York State’s commitment to growing the Finger Lakes economy.”

To assist Orolia USA with the relocation project in the Town of Henrietta, ESD is providing up to $700,000 through the Excelsior Jobs Tax Credit Program in exchange for job creation commitments. Monroe County, Rochester Gas and Electric, and Greater Rochester Enterprise also assisted with the project. The total project cost has been placed at a little more than $1.3 million.

Orolia VP of Global HR Jennifer Steier said, “At Orolia we are riding the wave of growth driven by technology dependent on Global Navigation Satellite Systems. This increase in demand drives our organization’s need to maintain and grow our expertise in advanced technology. We are glad to have the support from New York State to accelerate our investment and attract strong talent in the region.”

State Senator Patrick M. Gallivan said, “The Rochester area has long been associated with the technology industry.  The decision by Orolia USA to establish its headquarters here speaks to its commitment to the Finger Lakes Region and sends a positive message about the continued growth of the upstate economy and the skilled workforce available.”

Today’s announcement by the company and ESD shows that the Rochester area has a strong, diverse, and skilled workforce and is in an economic position to create jobs for the future. I look forward Orolia USA’s growth and the addition of new jobs at their expanded Henrietta campus.”

Town of Henrietta Supervisor Steve Schultz said, "We are excited to have yet another high-tech company relocating or expanding their presence in Henrietta. These jobs have special meaning for me personally since I come from a related industry -- our aerial capture systems, had at their heart, a high-end global Positioning, orientation, and navigation system. There is a cumulative effect by adding more and more high-end high- tech jobs. Everyone benefits."

County Executive Cheryl Dinolfo said, “Monroe County is a proven destination for growing businesses and it is no surprise that Orolia has chosen to expand in our community. Accelerating Finger Lakes Forward

Today’s announcement complements “Finger Lakes Forward,” the region’s comprehensive blueprint to generate robust economic growth and community development. The State has already invested more than $6.1 billion in the region since 2012 to lay the groundwork for the plan – investing in key industries including photonics, agriculture‎ and food production, and advanced manufacturing. Today, unemployment is down to the lowest levels since before the Great Recession; personal and corporate income taxes are down; and businesses are choosing places like Rochester, Batavia and Canandaigua as a destination to grow and invest in.

Now, the region is accelerating Finger Lakes Forward with a $500 million State investment through the Upstate Revitalization Initiative, announced by Governor Cuomo in December 2015. The State’s $500 million investment will incentivize private business to invest well over $2.5 billion – and the region’s plan, as submitted, projects up to 8,200 new jobs.
