Project Supported by $300,000 Grant Recommended by Long Island Regional Economic Development Council
Empire State Development (ESD) today announced the completion of the $1.5 million Shinnecock Commercial Fishing Dock renovation in Southampton, Suffolk County. The project rehabilitated the dock’s bulkhead, parking area, and electrical and water systems, which will increase the commercial fleet's operational efficiency and support the sustainability of the region’s commercial fishing industry. In 2018, more than 4.2 million pounds of fish were landed at Shinnecock, with a value of nearly $6 million.
Empire State Development President, CEO & Commissioner Hope Knight said, "Long Island’s iconic shoreline hooks residents and tourists drawn to its beaches for fun and recreation, but the waterfront also represents an economic lifeline for the fishing industry. Renovation of the Shinnecock Commercial Fishing Dock, home to New York State’s second-largest commercial fishing fleet, will further buoy the regional economy and jobs driven by the industry."
The Shinnecock Commercial Fishing Dock is home to the second largest commercial fishing fleet in New York State, with approximately two dozen commercial fishing vessels that directly support hundreds of local jobs and supply wild-caught fish to local and global businesses. The project was supported by a $300,000 Empire State Development capital grant, recommended by the Long Island Regional Economic Development Council, reflecting New York State's support for the commercial fishing industry as a key regional industry. The two dozen commercial fishing vessels based at Shinnecock Commercial Fishing Dock support jobs for a range of workers, including boat crews, bait and tackle shops, hardware stores, welders and electricians.
LIREDC Co-Chairs Linda Armyn, Chief Strategy and Marketing Officer at Bethpage Federal Credit Union, and Farmingdale State College President Dr. John Nader said, "Long Island’s commercial fishing industry is essential to the region’s economic vitality. In supporting the success of the fleet operating from the Shinnecock Commercial Fishing Dock, this project will help countless Long Islanders not only stay afloat but thrive."
Southampton Town Supervisor Jay Schneiderman said, "The Dock is rich in local history and tradition. It plays a vital role in the food supply chain and the local economy. The Town is committed to assuring its continued operation."
The renovation delivers much-needed dock infrastructure upgrades to support the port's sustainability, ensuring the continued safe operations of the commercial fleet, and provides greater resiliency against future storms and adverse impacts related to climate change. As a result, the commercial fisheries that operate out of this port will continue to contribute to the regional economy and will achieve goals for growth and increased operational efficiency.
The Shinnecock Commercial Fishing Dock was developed by Suffolk County in the early 1980s. In 2002, Southampton and Suffolk County signed an agreement for the town to operate, manage, and repair the dock to better support the local commercial fishing industry. This led to better electrical service, a single-story dockmaster’s building, and a stormwater mitigation strategy. Additional upgrades were made in 2013 after Superstorm Sandy, and the docks were re-decked in 2017 and 2018, with spot repairs to address sinkholes. The Town of Southampton took complete ownership of the dock from Suffolk County in May 2019, and has made several improvements since then, with this project being the most comprehensive and significant.

Perry’s Ice Cream Company’s $18 Million Project Will Add a 20,000 Square-Foot Facility, State-of-the-Art Machinery, and Create New Jobs
Empire State Development (ESD) today announced Perry’s Ice Cream Company Inc. is expanding its production capabilities to meet the growth of the novelty market, adding 20,000-square-feet to its manufacturing facility in the Village of Akron. To better accommodate the growing demand for frozen Greek yogurt novelties, Perry’s will also purchase new machinery and equipment. The company has committed to creating up to 15 new jobs as part of the expansion project; 370 jobs will be retained.
Empire State Development President, CEO, and Commissioner Hope Knight said, "Generations of Western New Yorkers have had a sweet tooth for Perry’s ice cream and I am very pleased Empire State Development could help ensure this longtime manufacturer continues to grow, compete and create new jobs here. ESD and New York State are committed to investments that give local companies like Perry’s the resources needed to not only survive but to thrive, and we look forward to the Akron facility’s expansion.”
The frozen novelty market is a $5 billion industry globally that is seeing exponential annual growth. To meet this growing demand, Perry’s will establish a new extruded novelty line that will serve its current and future contract manufacturing customers. The new line will have the ability to craft conventional ice cream-based options as well as sorbet, yogurt, non-dairy varieties and more. The $18 million project includes the addition of a 20,000-square-foot building to house the new extruded ice cream novelty machine and conveyor systems, as well as upgrades to an existing building’s engine room and pump room.
Perry’s President & CEO Robert Denning said, “Western New York is an ideal place for us to operate our growing business, service our customer base, and expand our offerings. We are grateful to ESD for providing support for our latest business opportunity. We also recognize that our success is the direct result of our team’s dedication and commitment to making the highest quality and most delicious products.”
The company’s successes couldn’t happen without the contributions of local dairy farmers who provide nearly 100% of the milk used at the growing manufacturing facility. Using the same recipe passed down through four generations, Perry’s uses fresh, local, high-quality milk and cream to craft and slow-cook its ice cream for a creamy texture and taste that consumers have enjoyed for over 100 years. Perry’s also funds research and development into new and improving products, production processes, and logistics. This R&D will increase as the company explores new ice cream production capabilities with the expanded technology and different types of products being manufactured.
ESD is assisting Perry’s by providing up to $365,000 in Excelsior Jobs Program tax credits in exchange for job creation commitments. Perry’s expects to be operational in the new space by late summer of 2023.
Erie County Executive Mark Poloncarz said, “Perry’s ice cream is an international favorite that has been bringing smiles to faces for generations and this expansion is sure to make those grins grow even wider. Demand for Perry’s high-quality frozen products is growing and Perry’s is growing to meet it, adding jobs and a new line to produce more of the ice cream products that customers love, made here in Erie County with milk from local dairy farms. I congratulate Perry’s on their continued growth and look forward to their continued success.”
State Assemblyman Michael Norris said, “Perry’s Ice Cream is a cornerstone of one of Western New York’s hidden gems in the Akron business community. I have had the privilege of touring Perry’s Ice Cream several times and am proud to represent a company in my district that has done things the right way for generations. Investing in cornerstone businesses that are entwined in the fabric of a community is so important to grow and build our economy from the ground up. I look forward to continuing to work with my colleagues in Government, local businesses such as Perry’s Ice Cream, and other stakeholders to invest in New York small businesses and create jobs and growth for the future.”
Perry’s Ice Cream, a Great Lakes regional brand, was founded in 1918 and is Upstate NY’s #1 ice cream manufacturer, offering a wide variety of ice cream and frozen novelty treats. The 4th generation of the family-owned business continues building on its success by deploying a three-pillar strategy to diversify its business model: manufacturing the traditional Perry’s brand, contract manufacturing, and distributing partner brands; with a distribution system that covers more than 100,000 square miles and a global contract manufacturing segment that supplies to over 35 countries.

Company to Invest $6M at Niagara Falls Plant for Carbon and Graphite Product Manufacturing
Plant Helps to Reduce New York’s Carbon Footprint by Providing Products Used to Produce Clean Hydrogen Fuel
Empire State Development (ESD) today announced that Americarb Inc., a leading global producer of carbon and graphite advanced materials, plans to add 45 jobs and invest $6 million in its Niagara Falls plant. The investment will be used to purchase and install new machinery and equipment utilized in the manufacturing of high temp composite material for the production of clean hydrogen and in aerospace and defense applications.
“Advanced manufacturing is a critical economic driver in New York State,” said Empire State Development President, CEO and Commissioner Hope Knight. “By making this significant investment in the Niagara Falls plant, Americarb has now renewed its commitment to our region and workforce, making the facility a key part of the next generation of innovation in the clean energy and defense sectors. Most importantly, this expansion will help accelerate job growth throughout the region, which is laser-focused on the industries of tomorrow.”
Americarb Inc. manufactures ultra-high and high temperature composite material used in commercial and defense applications, as well as unique high temperature processing capabilities. The advanced carbon composites it manufacturers are stiffer and lighter than many metals and possess excellent strength properties that make them an effective alternative in high temperature applications. Its ultra-high strength composites can be used in applications exceeding 2,500 degrees Celsius.
Americarb Controller Mark Rawls said, “The expansion into this state-of-the-art facility marks a continuation of Americarb’s growth in New York State and is a pivotal milestone in taking our production of high temperature composite materials to the next level. Thanks in part to New York State, our new machinery will strengthen our output capacity in response to growing industry demands, while also building the networks of tomorrow.”
Recently, the Americarb plant, located at 6100 Niagara Falls Boulevard, has seen rapid growth in two markets that require its high temperature composite material. The first is fuel cell membranes for electrolyzers used in the production of green hydrogen. The fuel cell membrane makes up half of each completed fuel cell and is a key component to technology that allows the separation of hydrogen and oxygen. Hydrogen fuel cells (HFCs) produce no harmful emissions and are generally between 40% to 60% energy efficient, according to the U.S. Department of Energy. This range compares to the typical internal combustion engine of a car, which is about 25% energy efficient.
The second growing market is in aerospace and defense, as the composite material is used in hypersonic, strategic missile, and space launch systems programs. Hypersonic flight systems need to withstand temperatures of up to 3,000 degrees Fahrenheit during re-entry. Americarb furnaces treat the parts to temperatures exceeding this requirement.
The project will include new machinery and equipment to meet these growing demands, as well as upgrading Americarb’s cybersecurity measures for government contracts. The expansion will add more high temperature furnaces, refrigerated cooling capacity and production equipment, including:
Rayon washing, drying, coating, drying and continuous high heating furnace treating system.
Two additional 96” furnaces for increased volume.
Abbot furnace to increase capacity.
Upgrade the water-cooling system to keep the furnace heating coils cool.
Install a guard building to provide around the clock security required for government contracts.
Upgrade cybersecurity for government contracts.
Pitch and resin impregnation system.
Refrigerated room for storage of resin coated fabric and resin storage.
Autoclave system of 500 degrees Fahrenheit to make 3-D hypersonic parts.
5 axis CNC machining center.
As a result of the project, Americarb has committed to creating up to 45 new jobs; 41 jobs will be retained. Empire State Development (ESD) will provide up to $450,000 in Excelsior Jobs Program tax credits in return for job commitments.
Senator Robert Ortt said, “With its $6 million investment into the company’s Niagara Falls plant, Americarb is further committing to not only a new and cleaner method of manufacturing, but it is also committing its future to the residents and workers of our community. Along with the new machinery that will be purchased with this investment, 45 new, quality jobs will be created thanks to Americarb’s expansion. We continue to see incredible growth in our Niagara Falls thanks to our local industries’ well-placed faith in Niagara County’s workforce, and I look forward to Americarb being a valuable asset to our community for years to come.”
Assembly Member Angelo Morinello said, “I congratulate Americarb for expanding, while partnering with some of the leading companies in the world for solar and stationary fuel cell powered generation. Through these collaborations, the company has been able to develop solutions to lower costs and make the technologies for tomorrow’s green energy-fueled future a reality.”
City of Niagara Falls Mayor Robert Restaino said, “As we continue to diversify our local economy, this financial assistance by ESD to retain and increase quality jobs at Americarb is a further example of the commitment of Governor Hochul to grow the Niagara Falls economy. We appreciate the continued investment by Americarb in our City and their commitment to our community.”

Augmented Reality Smart Glasses Company Plans to Lease up to an additional 40,000 Square-Foot of Manufacturing Space in West Henrietta: Creating Nearly 70 New Jobs
Investment Complements “Finger Lakes Forward” – The Region’s Comprehensive Strategy to Revitalize Communities and Grow the Economy
Empire State Development (ESD) today announced that Vuzix®, a global manufacturer of waveguides, wearable display technologies and augmented reality solutions, is ready to expand its operations in Monroe County in the Town of Henrietta. The cutting-edge optics technology firm plans a phased expansion of its existing footprint by up to 40,000 square-feet, adjacent to its current Hendrix Road location, to accommodate the addition of multiple new waveguide manufacturing lines. In addition to the new jobs that will be created and those that are being retained, the project sends a powerful message about our region and the quality of the local workforce. I congratulate the Vuzix team and wish them continued success in Monroe County."
State Assemblymember Harry Bronson said, "Vuzix’s choice to expand here in Monroe County shows the vitality and economic growth our region continually fosters. As Chair of the Assembly’s Economic Development Committee, I am proud to see these kinds of investments being made here at home. The jobs created by this expansion will help to ensure more skilled workers coming from our local colleges and universities stay here in Monroe County. This is a win for our entire community."
Monroe County Executive Adam Bello said, “I applaud Paul Travers and the Vuzix team for their commitment to Henrietta and Monroe County. This top-tier company recognizes the highly-skilled and diverse workforce available in our region and their expansion is ongoing proof that our community is a hub for technology and innovation. Monroe County looks forward to continuing its support for Vuzix’s growth through COMIDA, the County of Monroe Industrial Development Agency. Thank you to Gov. Henrietta Town Supervisor Stephen Schultz said, “I have known Vuzix since the turn of the century, having competed with them for some of the same engineering talent during my days running Pictometry. They have been a great addition to our town and I am glad they are not only remaining in Henrietta, but expanding. RIT, UR, and other area colleges and universities produce a lot of talented graduates and it is great when local companies can keep some of those talented individuals from moving out of state. We look forward to the opening of the addition and the 66 new jobs that will be created, along with the retention of 94 jobs, as part of this expansion.”
Patricia Nilsen, President and CEO of NYSEG and RG&E, said, “We are excited to support Vuzix’s growth in Monroe County. The forward-thinking technology Vuzix develops is a perfect fit for the talented workforce our community calls home. We are deeply committed to the communities we serve throughout New York and our economic development team stands ready to support innovative companies like Vuzix and the job growth they create.”
Rochester Chamber of Commerce President and CEO and Finger Lakes Regional Economic Development Council Co-Chair Bob Duffy said, "As outstanding companies like Vuzix grow in Greater Rochester, it strengthens our region’s position as a hub for optics, photonics, and imaging. We commend Governor Hochul and Empire State Development for their strategic investment in Vuzix, as this visionary company grows to employ an increasing number of talented workers, supporting families and investing back into their community."
Matt Hurlbutt, President and CEO, Greater Rochester Enterprise said, “As demand grows for Vuzix products, Vuzix leaders are expanding the company’s production capacity in Rochester, NY, backed by a talented workforce with world-class optics, photonics, and imaging expertise. GRE connected Vuzix to numerous economic development partners to support this expansion in Rochester and will continue to support the company as this project unfolds.”
