On Tuesday, Crain's New York Business published commentary by Empire State Development President, CEO & Commissioner Hope Knight about Governor Kathy Hochul’s Executive Budget commitment to rebuilding New York State’s film industry and the enormous potential and impact for the state’s economy.  Text of the commentary is available below and can be viewed online here.  What do Succession, Poker Face and A Quiet Place I and II have in common? They were all filmed in New York. For years, we’ve brought silver-screen blockbusters and small-screen hits to our state, drawing in film crews, creating thousands of good-paying jobs and generating billions of dollars in economic investment statewide.    But as nearby states upped their incentives to give their film industries a boost, New York has failed to keep up. A Quiet Place: Day One is now filming in London. After extensively scouting New York state, White Noise chose to film in Cleveland. Even Wu-Tang: An American Saga, which is set in New York, is being filmed on the other side of the Hudson. Without adequate industry support, we’re leaving major private investment and thousands of union jobs on the table.    Thankfully, Gov. Kathy Hochul has proposed an overhaul of New York’s Film Tax Credit Program as part of her executive budget to rebuild our film industry and reposition our state as the Hollywood of the East. The changes, which include increasing the annual cap, making more costs eligible for the credit and encouraging television series to relocate here, will have an enormous impact on building the state’s economy. The film industry is one of our state’s major economic drivers. In 2019 and 2020 the film industry generated more than $20 billion in spending and created 57,300 direct jobs, including production workers, caterers, hospitality workers and other union jobs. These jobs are available to a wide range of New Yorkers—44% of jobs are available to New Yorkers without a four-year degree—and pay $90,000 per year on average. Investment in this industry is an investment in our state’s economic health and good, middle-class union jobs.    At the same time, other states have made their programs even more generous. New Jersey, for instance, increased its tax credit to cover 39% of allowable costs and added new coverage for directors, actors, writers and conductors. This led to booming sound stage construction, major studio partnerships and, in turn, a windfall of private dollars in its state coffers.   New York’s Film Tax Credit is a sound, strategic investment that’s paying dividends. The state received nearly four dollars for every dollar in tax credits it provided for the pilot of New Amsterdam; Spike Lee’s Da 5 Bloods brought in more than five dollars for every dollar in state incentives. And when Season 6 of Power filmed in New York, it created more than 6,000 jobs and the state saw a nearly $90 million return on its investment. Overall, according to the last independent audit, every public dollar that New York issues in film tax credits generates nine dollars in return in economic activity.     This translates into a positive impact on the state as a whole and on individual communities. I saw this firsthand when I welcomed the filming of Power to Southeast Queens during my time as president of the Greater Jamaica Development Corp. The ripple effect for small businesses—bodegas, neighborhood restaurants and local stores—created a boon for the entire community. And with film studios dotting the state from Buffalo to Syracuse to Woodstock, each of these cities stands to gain from bringing in these projects.  Expanding the Film Tax Credit will only bring more exciting projects to our state, deepen the industry’s investment in our local and state economies, and spread the community benefits further. New York’s film industry is ready for a change, and with the governor’s leadership and the help of our partners in the Legislature, we will unlock the state’s potential to become the next regional and nationwide film capital.  Hope Knight is Empire State Development's President, CEO and Commissioner. Village of Coxsackie to Receive $4.5 Million; Villages of Kinderhook and Cambridge to Receive $2.25 Million Each New $100 Million NY Forward Program Builds on Momentum of the Successful Downtown Revitalization Initiative to Support a More Equitable Downtown Recovery for New York's Smaller and Rural Communities Governor Kathy Hochul today announced that the Village of Coxsackie will receive $4.5 million, and the Villages of Kinderhook and Cambridge will each receive $2.25 million in funding as the Capital Region winners of the first round of NY Forward. Building on the momentum of the State's successful Downtown Revitalization Initiative, the $100 million NY Forward program adopts the same "Plan-then-Act" strategy as the DRI to support a more equitable downtown recovery for New York's smaller and rural communities. As part of NY Forward Round One, two to three awards will be made to smaller communities in each of the state's ten economic development regions to support development and implementation of a revitalization plan for their downtowns. "New York's small towns are huge drivers of our state's economy - that's why we're investing in local communities to give residents the jobs, the tools, and the infrastructure they need to thrive," Governor Hochul said. "These investments will help the Villages of Coxsackie, Kinderhook, and Cambridge re-imagine their downtowns, enhance quality of life for residents and visitors, and create new job and business opportunities across the Capital Region." NY Forward is a central component of the State's economic development efforts, working together with DRI to accelerate and expand the revitalization of New York's downtowns. NY Forward serves smaller communities with historic character that distinguishes them from the larger, more urban central business districts typically funded through DRI. NY Forward communities are walkable, less dense areas that serve the immediate local community, and are more local in nature - focusing on the immediately surrounding residential or rural agricultural centric development. Like DRI, each NY Forward community will develop a Strategic Investment Plan to revitalize its downtown through a slate of readily implementable projects. The Department of State will provide enhanced technical assistance to better support smaller communities that may have less capacity as part of the NY Forward program and fund projects appropriately scaled to the size of each community. Projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that elevate specific cultural, historical qualities that enhance the feeling of small-town charm. Fourteen Projects Across the State Will Leverage More Than $6.3 Million in Public/Private Funding to Support More Than 3,700 Trainees for Over 100 Business Partners Governor Kathy Hochul today announced the New York State Office of Strategic Workforce Development has awarded more than $7 million in grants to fourteen projects across the state through the second round of the Workforce Development Capital and Pay for Performance Grant Programs. These grants will support the training of more than 3,700 workers through collaboration between training providers and more than 100 employer partners in fields like advanced manufacturing, renewable energy, and construction. The Office, which operates under Empire State Development, is charged with supporting workforce development programs and practices to ensure New Yorkers are prepared to meet the needs and priorities of today's employers. "The most important investment we can make is in the people of New York," Governor Hochul said. "Our new Office of Strategic Workforce Development will support the needs of New York's businesses while providing resources to training programs that are removing long-standing barriers to the training and skills necessary to thrive in the workforce of the future." The first round of awards for the Office of Strategic Workforce Development which was announced late last year, awarded more than $6 million and will leverage more than $4 million in public/private funding and support nearly 3,000 trainees for over 100 business partners. The grants awarded to fourteen projects today will support employer-driven, high-skilled workforce training programs and reward innovative approaches and best practices that reduce the barriers to participation for high-need communities. The $35 million Capital Grant Program will support the capital needs of workforce training providers that seek to enhance or expand their offerings. The $115 million Pay for Performance Grant Program has two funding tracks: Flexible Operating Grants that help providers cover programmatic expenses like curriculum development and wraparound services to prepare New Yorkers with in-demand skills and industry-recognized credentials; and Capacity-Building Awards, a data- and metrics-driven approach to scale up proven workforce training programs actively placing graduates in good jobs. Using achievement-based awards, workforce training providers will receive funding to expand the capacity of successful programs with high placement rates and effective wraparound services.
