Perry’s Ice Cream Company’s $18 Million Project Will Add a 20,000 Square-Foot Facility, State-of-the-Art Machinery, and Create New Jobs Empire State Development (ESD) today announced Perry’s Ice Cream Company Inc. is expanding its production capabilities to meet the growth of the novelty market, adding 20,000-square-feet to its manufacturing facility in the Village of Akron. To better accommodate the growing demand for frozen Greek yogurt novelties, Perry’s will also purchase new machinery and equipment. The company has committed to creating up to 15 new jobs as part of the expansion project; 370 jobs will be retained. Empire State Development President, CEO, and Commissioner Hope Knight said, "Generations of Western New Yorkers have had a sweet tooth for Perry’s ice cream and I am very pleased Empire State Development could help ensure this longtime manufacturer continues to grow, compete and create new jobs here. ESD and New York State are committed to investments that give local companies like Perry’s the resources needed to not only survive but to thrive, and we look forward to the Akron facility’s expansion.” The frozen novelty market is a $5 billion industry globally that is seeing exponential annual growth. To meet this growing demand, Perry’s will establish a new extruded novelty line that will serve its current and future contract manufacturing customers. The new line will have the ability to craft conventional ice cream-based options as well as sorbet, yogurt, non-dairy varieties and more. The $18 million project includes the addition of a 20,000-square-foot building to house the new extruded ice cream novelty machine and conveyor systems, as well as upgrades to an existing building’s engine room and pump room. Perry’s President & CEO Robert Denning said, “Western New York is an ideal place for us to operate our growing business, service our customer base, and expand our offerings. We also recognize that our success is the direct result of our team’s dedication and commitment to making the highest quality and most delicious products.” The company’s successes couldn’t happen without the contributions of local dairy farmers who provide nearly 100% of the milk used at the growing manufacturing facility. Using the same recipe passed down through four generations, Perry’s uses fresh, local, high-quality milk and cream to craft and slow-cook its ice cream for a creamy texture and taste that consumers have enjoyed for over 100 years.  Perry’s also funds research and development into new and improving products, production processes, and logistics.  This R&D will increase as the company explores new ice cream production capabilities with the expanded technology and different types of products being manufactured. ESD is assisting Perry’s by providing up to $365,000 in Excelsior Jobs Program tax credits in exchange for job creation commitments. Perry’s expects to be operational in the new space by late summer of 2023. Program Designed to Increase Digital Game Investment and Bolster New York's Existing Digital Game Development Industry New York State to Lead First-in-the-Nation Statewide Pavilion at 2023 Game Developers Conference in San Francisco View New Empire State Digital Gaming Logo Here Governor Kathy Hochul today announced initial applications are now open for the first ever New York State Digital Game Development Tax Credit Program to support games that begin development on or after January 1, 2023. The New York State Digital Game Development Tax Credit Program is intended to grow the digital game development industry across the state and accelerate economic development by offsetting some production costs. This is a $25 million tax credit that will award up to $5 million per year for five years.  "New York is consistently at the forefront of innovation in emerging industries, and digital gaming is no different," Governor Hochul said. "Through the $25 million tax credit, we'll help grow this thriving industry in New York, create jobs and drive investment throughout our communities. Now is the time to show developers why our state is the place to invest in the future of digital gaming." Governor Hochul also announced New York will be the first state in the nation to lead a statewide pavilion at the 2023 Game Developers Conference — a premier industry event held in San Francisco from March 20 until March 24. New York has started to recruit businesses to join the delegation. Additionally, Governor Hochul unveiled New York State's new digital game development logo that will accompany all games incentivized through this program and developed in New York State.   Empire State Digital Gaming Media Production Credit Program New York State is one of the nation's leaders in the digital game development industry, offering a comprehensive ecosystem for digital game studios to thrive, due to unparalleled strengths in advanced technology, creative arts and entertainment. The New York State Digital Game Development Tax Credit Program is designed to accelerate and attract economic development by offsetting some production costs associated with producing digital games in New York State. Qualified digital game development studios will be required to submit their initial applications to New York State before beginning a project. Once the project is completed and the final application is audited, applicants can receive tax credits of up to 25 percent of qualified production costs in New York City and 35 percent outside of the New York City metropolitan commuter transportation district. To qualify, the entity must be engaged in a qualified digital gaming media production and must have a minimum of $100,000 total production costs. A minimum of 75 percent of the total production costs must be incurred and paid by the Applicant for work performed and/or services rendered in New York State for the digital gaming media production to qualify. The project must begin on or after January 1, 2023. Eligible expenditures for qualified productions include: Any costs for wages or salaries paid to individuals, other than actors or writers, directly employed in the creation of a digital gaming media production or productions Payment for services performed in digital gaming media productions predominantly in the development, design, production, editing, and composing of digital gaming media Costs may not include expenses incurred for the distribution, marketing, promotion, or advertising content. For companies larger than 10 employees, the salaries of executive staff are not eligible. Maximum qualified costs of $4,000,000 per project may be used in the calculation of the Digital Game Development Tax Credit. Archangel Imaging deploys smart machines, alongside people, to protect valuable assets and at-risk staff in remote or challenging places. Whether its cables being stolen, oil being tapped or elephants poached for ivory, the company provides the ability for the security team to know before these incidents are about to happen and immediately intervene or follow up. The GENIUS NY program is the world's largest business accelerator competition focused on unmanned systems, data to decision and IoT. The year-long program awarded five finalist teams a total of $3 million at its Finals Night event in downtown Syracuse, including investments of $1 million and four $500,000 awards. The program, which is administered by CenterState CEO's Tech Garden in Syracuse, offers incubator space, company resources, programming and mentoring to accelerator finalists. To date, New York State has invested $30 million in GENIUS NY over the programs six rounds. Participants are required to operate their business in Central New York for at least one year. "As we continue to support innovation and key industries throughout New York, key investments are being made to revitalize Central New York," Governor Hochul said. "The GENIUS NY competition continues to transform the landscape of Central New York by attracting the next generation of innovative entrepreneurs from around the world to the region. During the live event, the five teams pitched their business plans to a panel of judges and audience. Following the pitches, all five competitors were awarded one of five investments. Company to Invest $6M at Niagara Falls Plant for Carbon and Graphite Product Manufacturing Plant Helps to Reduce New York’s Carbon Footprint by Providing Products Used to Produce Clean Hydrogen Fuel Empire State Development (ESD) today announced that Americarb Inc., a leading global producer of carbon and graphite advanced materials, plans to add 45 jobs and invest $6 million in its Niagara Falls plant. The investment will be used to purchase and install new machinery and equipment utilized in the manufacturing of high temp composite material for the production of clean hydrogen and in aerospace and defense applications. “Advanced manufacturing is a critical economic driver in New York State,” said Empire State Development President, CEO and Commissioner Hope Knight. “By making this significant investment in the Niagara Falls plant, Americarb has now renewed its commitment to our region and workforce, making the facility a key part of the next generation of innovation in the clean energy and defense sectors. Most importantly, this expansion will help accelerate job growth throughout the region, which is laser-focused on the industries of tomorrow.” Americarb Inc. manufactures ultra-high and high temperature composite material used in commercial and defense applications, as well as unique high temperature processing capabilities. The advanced carbon composites it manufacturers are stiffer and lighter than many metals and possess excellent strength properties that make them an effective alternative in high temperature applications. Its ultra-high strength composites can be used in applications exceeding 2,500 degrees Celsius. Americarb Controller Mark Rawls said, “The expansion into this state-of-the-art facility marks a continuation of Americarb’s growth in New York State and is a pivotal milestone in taking our production of high temperature composite materials to the next level. Thanks in part to New York State, our new machinery will strengthen our output capacity in response to growing industry demands, while also building the networks of tomorrow.” Recently, the Americarb plant, located at 6100 Niagara Falls Boulevard, has seen rapid growth in two markets that require its high temperature composite material. The first is fuel cell membranes for electrolyzers used in the production of green hydrogen. The fuel cell membrane makes up half of each completed fuel cell and is a key component to technology that allows the separation of hydrogen and oxygen. Hydrogen fuel cells (HFCs) produce no harmful emissions and are generally between 40% to 60% energy efficient, according to the U.S. Department of Energy. This range compares to the typical internal combustion engine of a car, which is about 25% energy efficient. The second growing market is in aerospace and defense, as the composite material is used in hypersonic, strategic missile, and space launch systems programs. Hypersonic flight systems need to withstand temperatures of up to 3,000 degrees Fahrenheit during re-entry.  Americarb furnaces treat the parts to temperatures exceeding this requirement. The project will include new machinery and equipment to meet these growing demands, as well as upgrading Americarb’s cybersecurity measures for government contracts. The expansion will add more high temperature furnaces, refrigerated cooling capacity and production equipment, including: Rayon washing, drying, coating, drying and continuous high heating furnace treating system. Two additional 96” furnaces for increased volume.  Abbot furnace to increase capacity. Upgrade the water-cooling system to keep the furnace heating coils cool. Install a guard building to provide around the clock security required for government contracts. Upgrade cybersecurity for government contracts. Pitch and resin impregnation system. Refrigerated room for storage of resin coated fabric and resin storage. Autoclave system of 500 degrees Fahrenheit to make 3-D hypersonic parts. 5 axis CNC machining center. As a result of the project, Americarb has committed to creating up to 45 new jobs; 41 jobs will be retained. Empire State Development (ESD) will provide up to $450,000 in Excelsior Jobs Program tax credits in return for job commitments. The cutting-edge optics technology firm plans a phased expansion of its existing footprint by up to 40,000 square-feet, adjacent to its current Hendrix Road location, to accommodate the addition of multiple new waveguide manufacturing lines. The expansion will allow the visionary company to create 66 new jobs over the next four years; 94 jobs will be retained. The company’s origins are in the research and development of augmented reality, virtual reality and next-generation head worn defense tactical displays, serving the enterprise, commercial and defense markets. Empire State Development today announced the 6,000 square foot expansion of Lagusta’s Luscious handmade artisanal chocolate manufacturing facility in New Paltz, Ulster County.  Lagusta’s Luscious, a local New Paltz treasure, creates and sells ethically and locally sourced and manufactured small batch, vegan chocolates and sweets throughout the country. Empire State Development President, CEO and Commissioner Hope Knight said, “Small businesses are what make a community special and nothing exemplifies this more than Lagusta’s Luscious.  Lagusta’s Luscious is a woman-owned and operated business that is passionate about their product and are committed to supporting their community with locally sourced products and fair wages. ESD is supporting the project with a capital grant of $100,000 recommended by the Mid-Hudson Regional Economic Development Council (MHREDC) in exchange for the creation of 11 new and the retention of 12 existing jobs at the facility. Program Promotes Revitalization of Communities by Redeveloping or Eliminating Blighted Structures Letters of Intent are Due by November 30; Applications Available Here Traducción al español Governor Kathy Hochul today announced today that the second round of Restore New York grant program applications are now open. The $250 million program encourages community development and neighborhood growth through the elimination and redevelopment of blighted structures. "Revitalizing our communities starts with investing in the historic buildings that have long formed the backbone and character of our neighborhoods," Governor Hochul said. "Restore New York funding gives localities the resources to transform abandoned and neglected properties into modern, 21st century buildings. By helping to rebuild and strengthen communities across the state, we will stimulate local economies and continue to build back New York better and stronger." The goal of Restore New York is to help attract residents and businesses by redeveloping residential, commercial, and mixed-use properties. Each project should align with the regional strategic plan of the Regional Economic Development Council and projects should be either architecturally consistent with nearby and adjacent properties or consistent with the municipality's local revitalization or urban development plan. Funding can be used for vacant, abandoned, condemned or surplus buildings and these properties can be demolished, deconstructed, rehabilitated or reconstructed. Emphasis will be placed on projects in economically distressed communities, projects that leverage other state or federal redevelopment funds and the project's feasibility and readiness. Eligible applicants include counties, cities, towns, and villages within New York State based on the following criteria: Cities over 100,000 in population may apply for up to $5 million for one project. However, cities of over one million in population and counties therein must apply for projects in a distressed area of the city Cities and villages with populations between 40,000 and 99,999 may apply for one project up to $3 million All other municipalities may apply for one project up to $2 million Empire State Development may grant a limited number of special awards. Municipalities with populations of 100,000 or less and counties with populations of 400,000 or less may apply for an additional $10 million to put toward a second separate project OR toward part of a larger project in addition to the funding limits listed above. Special projects are where the property causes severe economic injury to the community, leaving a highly visible and blighted property or properties in the central business district of a highly or moderately distressed community which has a depressing effect on the overall economic development potential of the community. An intent to apply form must be received by ESD by Wednesday, November 30 and applications are due by January 27, 2023.
