Announced on 2019 Trade Mission, Program to Select up to Five Smart City Testbeds with Funding Support of up to $2 Million New York Municipalities to Partner with Technology Companies to Improve Public Service Delivery and Quality-of-Life Israel Innovation Authority to Provide $1 Million to Support Israeli Companies in New York State Empire State Development today announced the launch of the Smart Cities Innovation Partnership program in collaboration with the Israel Innovation Authority. The program, first announced during the Governor’s July 2019 solidarity and trade mission to Israel, will designate up to five Smart Cities to connect with technology companies and academic experts throughout the state, using emerging technologies to improve government services and resident quality of life. The program will officially launch this month with educational outreach and formal solicitations of interest from New York localities. Once cities are selected, interested companies will be able to submit technological concepts and solutions to help them tackle their specific challenges, with a strong focus on startups in New York State and Israel. This partnership furthers the Governor’s commitment to helping the state’s cities and towns leverage technology for the public good and drive mutually beneficial trade partnerships between the New York and Israeli technology industries.  Deputy Secretary for Technology & Innovation Jeremy M. Goldberg said, “Under Governor Cuomo’s leadership, New York has made tremendous investments to grow its technology industry and innovation economy. The concept of a smarter city is about using technology to better deliver on government’s responsibility to residents: health, safety, and opportunity. We’re excited about the innovative ideas that will come to life through this partnership between cities, community members, and technologists.” Empire State Development Acting Commissioner and President & CEO-designate Eric Gertler said, “Smart Cities provide the opportunity to help municipalities deliver better programs and services to residents while expanding innovative industries that use technology for social impact. I look forward to selecting New York’s Smart Cities and helping them solve their pressing local challenges while creating investment and jobs in the New York economy.” Israel Innovation Authority CEO Aharon Aharon said, “The Israel Innovation Authority is honored to support the Israeli companies that will play an important role in improving government services and quality of life for New York residents. We appreciate the Governor’s commitment to Israel and look forward to strengthening our technological ties with New York.” Empire State Development (ESD) will provide up to $1 million in funding and the Israel Innovation Authority, which fosters the nation’s industrial research and development, will contribute up to $1 million in additional funding for Israeli companies delivering projects in New York. The application period for municipalities will open the week of March 16th, and ESD will conduct webinars to answer questions about the partnership and build awareness. Chosen municipalities will designate physical or virtual sites to pilot new technologies aimed at improving public services. Beginning in the summer, companies will be able to submit proposals that solve the locally-identified problems and opportunities within each chosen city, with IIA driving interest and submissions from industry-leading Israeli companies. By the end of 2020, projects will be chosen for funding and will be implemented in the municipalities in 2021. Three main parties will benefit from this pilot program: NY Municipalities. Under this pilot, local governments may apply to be a designated testbed site for the program and develop smart cities project lists to be funded through the program. Technology Companies. Under this pilot, companies developing smart cities solutions are invited to submit a proposal that resolves a project offered by testbed sites. Innovation assets. Under this pilot, different innovation programs across the state will be selected to fund and assist accepted project proposals. Through this Partnership, New York and Israeli companies will be supported in testing, piloting, and scaling qualified technologies in New York, with facilitated access to top technology incubators, accelerators, and industry leaders operating in New York’s diverse regions. A smart city is any incorporated municipality that leverages technological solutions to promote public health, safety, and welfare, and improves quality-of-life for the residents of the municipality, especially traditionally underserved and under resourced populations and communities. Fund Supports Projects That Will Encourage Growth Along Transportation Corridors and Revitalize Neighborhood Commercial Districts See Map Here Governor Andrew M. Cuomo today announced 10 projects received awards totaling $5.89 million through the fourth round of the Better Buffalo Fund. The program, launched in 2014, supports projects that encourage density and growth along transportation corridors and revitalize neighborhood commercial districts. The latest round of funding will help complete the renovation of 129 residential units and more than 183,078 square feet of storefront and commercial space, while leveraging more than $52 million in private investment.   "We are making strategic investments through the Better Buffalo Fund that are reducing sprawl by encouraging transit oriented development and revitalizing neighborhoods in targeted areas of Buffalo," Governor Cuomo said. "The comprehensive approach we've taken for Buffalo and Western New York is fueling the transformation of the city and generating economic growth across the region."  A key initiative of Governor Cuomo's revitalization efforts in Western New York, the Better Buffalo Fund aims to create vibrant, mixed-use, high-density neighborhoods, while improving access to the major employment hubs by creating stronger transit and transportation linkages between neighborhoods employment centers, job training and services. Applicants applied for grants and revolving loan funds through the Better Buffalo Fund for one of two initiatives—Transit-Oriented Development and Buffalo Main Streets.  For this latest round, the eligible area for the Fund was extended to include Broadway, between Cedar and Mortimer streets, and Main Street, between Mohawk and Seneca streets. Today's announcement was made at Black Rock Freight House, a mixed-use redevelopment project that transformed mostly vacant industrial space into 35 loft style, one, two and three-bedroom apartments and roughly 3,000-sqaure-feet of commercial space.  The commercial space will house a second location for Hatchets and House, which will open later this month.  This project by Common Bond Real Estate received a $750,000 loan in round three of the Better Buffalo Fund. "The Better Buffalo Fund is bringing back forgotten neighborhoods so that the people who lived there all their lives can continue to be proud and raise their families there," said Lieutenant Governor Kathy Hochul. "I ride my bike around the city traveling through the neighborhoods, and can feel an energy and electricity that wasn't there during my years as a child or young adult raising my family. Henry Cialone, President and CEO of EWI, Relocating to WNY See Cialone’s headshot here; See video of Buffalo Manufacturing Works here Empire State Development (ESD) today announced that Henry Cialone, President and CEO of EWI, will relocate to Western New York and directly lead Buffalo Manufacturing Works as it enters an important growth phase.  Buffalo Manufacturing Works was established with ESD funding in 2015 under Governor Cuomo’s Buffalo Billion Initiative and recently moved to its permanent home as an anchor institution in the Northland Corridor Redevelopment Area.  It is operated by EWI, based in Columbus, Ohio, an unparalleled leader in providing engineering services to manufacturers and suppliers across various industries to take on technology innovations, guiding them from proof-of-concept to production.  Mr. Cialone was instrumental in working with ESD on the genesis of the business model for Buffalo Manufacturing Works; it is now successfully deploying assistance to manufacturing companies across Western New York and beyond.  He will relocate and become a Buffalo-area resident and EWI is appointing a new Chief Operating Officer in its Columbus headquarters.  “Manufacturing is a vital and growing part of our economy in WNY providing over 50,000 jobs,” said Empire State Development Chair Howard Zemsky. “Buffalo Manufacturing Works will continue to provide local manufacturers with access to the most modern technologies to help them remain competitive globally. Cialone, who holds a B.S., M.S. and Ph.D. in Materials Sciences from Brown University, has a record of creating new business opportunities through technological innovation and building broad coalitions to develop those businesses. He joined EWI in 2005 and has shaped the future of manufacturing by helping establish Buffalo Manufacturing Works and new laboratories in Loveland, Colo.; expanded EWI’s portfolio of manufacturing technologies; created public-private partnerships such as the American Lightweight Materials Manufacturing Innovation Institute (dba LIFT); and increased technology commercialization to deliver broader market benefits. During his tenure, EWI has spun out several companies based on the technologies it developed. Prior to EWI, Cialone was an executive at Battelle where he developed and managed its commercial energy technology portfolio. He led Battelle’s commercial energy business and served on the governing board of the National Renewable Energy Laboratory. Cialone has also served on numerous boards and advisory bodies. Buffalo Manufacturing Works is now located in a new 50,000-square- foot, state-of-the-art facility at Northland Central that is double the size of its original location on Main Street.  Now co-located now with other critical manufacturing resources such as Northland Workforce Training Center, Insyte Consulting, World Trade Center Buffalo Niagara, and the Buffalo Niagara Manufacturing Alliance, this is a realization of the vision for fostering collaboration at Northland Central. Buffalo Manufacturing Works was created through an initial $45 million state investment through the Buffalo Billion. Governor Cuomo announced an additional $35 million Phase II for Buffalo Manufacturing Works in his 2017 State of the State.
