Empire State Development (ESD) and the State University of New York (SUNY) today announced the New York Center for Research, Economic Advancement, Technology, Engineering and Science, or NY CREATES, held its first board meeting and is formally leading operations of Fuller Road (FRMC) and Fort Schuyler (FSMC) Management Corporations, two non-profits affiliated with the SUNY Polytechnic Institute (SUNY Poly). Since May 2018, ESD and SUNY have worked together to restructure the portfolio of economic development projects affiliated with SUNY Poly by launching NY CREATES as a single non-profit to manage the portfolio. This strengthens the oversight, management, governance and delivery of projects by focusing the NY CREATES management team on core non-academic, economic development-related programs led by Fort Schuyler Management Corporation, Fuller Road Management Corporation and SUNY.
Consistent with its not-for-profit purposes, the mission of NY CREATES is to advance high-tech research, development and commercialization opportunities through the acquisition, construction and management of state-of-the-art facilities and programs, while promoting economic development, education and workforce training throughout New York.
SUNY Chancellor Kristina M. Johnson said, "While today marks the official formation of NY CREATES, the team has already been partner to significant public-private collaboration with ESD, SUNY, and growing companies including Applied Materials, Cree, and IBM. We look forward to these ventures and more emanating from the Capital District to benefit research and job opportunities across the state."
Empire State Development Acting Commissioner and President & CEO-designate Eric Gertler said, “This milestone for NY CREATES allows ESD, SUNY, and NY CREATES to build upon the tremendous successes we have made over this last year which includes partnerships with IBM, Applied Materials and Cree and combined private/public investments of over $4 billion into the Upstate economy. I look forward to working with our partners to build upon these accomplishments by expanding opportunities to collaborate with additional academic and industrial partners which will lead to continued smart growth of the high-tech industry in New York State.”
NY CREATES is being led by inaugural President Dr. Douglas A. Grose, former CEO of GLOBALFOUNDRIES. Since June 2018, Dr. Grose has been serving as President of Fuller Road and Fort Schuyler Management Corporations and as a SUNY executive to oversee existing operations, new opportunities, and the reorganization as NY CREATES.
The Commissioner, President & CEO of ESD and SUNY Chancellor serve as ex-officio advisory representatives to the NY CREATES board. Dr. Bahgat Sammakia, a SUNY distinguished professor of mechanical engineering, the Vice President for Research at Binghamton University and the former interim SUNY Poly President has been designated as the Chair of the NY CREATES Board. Kristin Proud, who currently serves as Vice Chair of the FRMC Board and who previously served New York State as Deputy Secretary to the Governor for Human Services, Technology and Operations, has been designated as Vice Chair of the NY CREATES Board.
Dr. Douglas A. Grose, President of NY CREATES said, “NY CREATES was formed to serve as a critical resource for universities, industry partners, and the innovation-centered sector, and we have already been working to build on our successes by leveraging our physical and intellectual assets to further foster collaborations across New York State. We look forward to continuing to work closely with Empire State Development, SUNY, and our other stakeholders to maximize the positive impact of our current projects—and advance new ones—in support of this state’s robust high-tech economic development clusters that provide exciting opportunities for cutting-edge research and job growth.”
Dr. Grace Wang, Interim President of SUNY Poly said, “SUNY Poly is proud to work with our partners, including Empire State Development and now NY CREATES, to support New York State’s high-tech ecosystem. SUNY Poly has always focused on providing a world-class education to our students, acting as a catalyst for the invaluable high-tech workforce development efforts that enable the continued growth and success of New York State’s 21st century economy. Combined with our faculty’s unmatched innovation-based expertise, SUNY Poly is thrilled to continue its academic and research mission as it bolsters the state’s leadership in the technological areas that are increasingly impacting and improving lives.”
Since May 2018, NY CREATES leadership has been managing the multiple non-profit entities to enhance governance and provide an effective and efficient working environment. As a result, NY CREATES, along with SUNY and New York State, has attracted significant new projects, while building on recent reforms to ensure integrity, transparency and accountability.
In addition to assuming leadership of SUNY Poly’s non-academic industrial partnership-focused economic development portfolio, NY CREATES will collaborate with SUNY, as the lead academic institution, to partner with other universities and colleges across the state; and with ESD, the state’s chief economic development agency, to advance innovative new research and development projects and develop strategic assets that support the growth of high-tech companies.
NY CREATES will continue to build on the successes of prior efforts that have attracted growing and high-paying industries and leading technology companies to New York State, including GLOBALFOUNDRIES, IBM, Tesla, Applied Materials, Cree, Tokyo Electron, Danfoss and others, which has generated thousands of jobs in the Capital Region and across Upstate New York.
Mukesh Khare, Vice President of AI Hardware Research at IBM said, “NY CREATES has helped to bring together key collaborators in both the public and private sectors to open new avenues of innovation for IBM’s AI Hardware Research Center in Albany, NY. We value our shared goal to create and incubate hardware technologies to fuel the future of computing.”
“The formation of NY CREATES strengthens New York’s stature as a leading hub for high-tech innovation,” said Om Nalamasu, Senior Vice President and Chief Technology Officer of Applied Materials. “We deeply appreciate the support and collaboration from the team at NY CREATES along with ESD and SUNY Poly as Applied Materials grows its advanced R&D capabilities in the state.”
Cree CEO Gregg Lowe said, “Cree’s experience working with the Empire State Development team, and NY CREATES, has been a pleasure over the past three months, and we look forward to many more years of collaborating and creating new opportunities for economic development and job creation in the Mohawk Valley.”
With the strong support of ESD, SUNY, and New York State, NY CREATES’ vision is to further expand New York’s position as a technology and economic development leader; leveraging cutting-edge facilities and infrastructure in conjunction with its world-class resources and expertise to enable innovation as well as private and corporate investments to create excellent employment opportunities across New York.

Full-Service Environmental Firm Will Move to Larger Facility in the Town of Macedon and Create up to 32 Jobs
Investment Complements “Finger Lakes Forward” – The Region’s Comprehensive Strategy to Revitalize Communities and Grow the Economy
Empire State Development (ESD) today announced that environmental management and remediation company Sessler Environmental Services will move to a larger facility in the Town of Macedon in Wayne County and will create up to 32 new jobs over the next five years. Citing its rapid growth, the company will move into a 21,000 square-foot building located at 1330 Research Forest in Macedon. The project will include the renovation of the building and the purchase of needed machinery and equipment. Sessler Environmental Services (SES) expects to be operating at the new facility sometime in the spring of 2020.
Empire State Development Acting Commissioner and President & CEO-designate Eric Gertler said, “Sessler Environmental Service’s decision to grow its business is wonderful news for Wayne County. This successful company will be creating new jobs and opportunity in the Finger Lakes region, further building on our strategic efforts that are revitalizing the Upstate economy.”
Founded in 2016 by Brian, Daniel, Jeffrey, Kevin and Nicholas Sessler, SES handles environmental services for clients in the federal, public, and private sectors throughout the Northeast, Mid-Atlantic and Great Lakes regions of the United States. SES specializes in decontamination, decommissioning and demolition work, environmental remediation and disaster relief among other services.
President of Sessler Environmental Services Brian Sessler said, “We are very pleased and excited to relocate and expand our company’s operations. This new facility will meet our growing corporate needs and support our client requirements while allowing SES to hire additional staff requirements. We also are very pleased and would like to thank Empire State Development for their assistance.”
ESD is assisting the company with its expansion project through a $250,000 Capital Grant. Up to 32 new jobs will be created;111 jobs will be retained. Wayne County and Greater Rochester Enterprise are also assisting with the project. The total project cost has been placed at a little more than $2.267 million.
State Senator Pamela Helming said, “This is a tremendous step forward for Sessler Environmental Services, Wayne County and the Finger Lakes Region as a whole. This expansion will help our economy grow, create more good paying jobs and strengthen our community. Congratulations to Sessler Environmental Services on this accomplishment."
State Assemblyman Brian Manktelow said, “It is great news that Sessler Environmental has decided to move its offices to Macedon and commit to adding new jobs. Their proximity to Monroe County will allow Sessler to continue and grow its relationship with operations it has already established there, which will benefit everyone. This is an excellent company. Their quality of work and expertise is well-known in our area and will continue to be a positive asset. I look forward to supporting the company’s endeavor to expand and grow their business in Wayne County and beyond.”
Macedon Town Supervisor Sandy Pagano said, "I am very pleased that Sessler’s has chosen Macedon for their business operations. The growth in adding new jobs to our area is remarkable. Accelerating Finger Lakes Forward
Today’s announcement complements “Finger Lakes Forward,” the region’s comprehensive blueprint to generate robust economic growth and community development. The State has already invested more than $6.1 billion in the region since 2012 to lay the groundwork for the plan – investing in key industries including photonics, agriculture and food production, and advanced manufacturing. Today, unemployment is down to the lowest levels since before the Great Recession; personal and corporate income taxes are down; and businesses are choosing places like Rochester, Batavia and Canandaigua as a destination to grow and invest in.
Now, the region is accelerating Finger Lakes Forward with a $500 million State investment through the Upstate Revitalization Initiative, announced by Governor Cuomo in December 2015. The State’s $500 million investment will incentivize private business to invest well over $2.5 billion – and the region’s plan, as submitted, projects up to 8,200 new jobs. Sandstone Springs’ Innovation Hub Will Create 55 Jobs at Former Brownfield Site
See photos of Sandstone Springs new facility here
Empire State Development (ESD) today announced the opening of the Sandstone Springs, LLC production facility in Niagara Falls at the former Union Carbide brownfield site. Approximately 55 new jobs will be created at the 90,000-square-foot advanced manufacturing campus, which includes R&D and organic chemistry labs and product manufacturing lines—as well as bottling, packaging and packing production lines for vegan foods. The newly renovated Sandstone Springs facility also has the capabilities to incubate new products and processes from concept to high-volume manufacturing.
“The new Sandstone Springs production facility, creating innovative products for companies nationwide, is further proof that Western New York’s manufacturing resurgence is real,” said Empire State Development Acting Commissioner and President & CEO-designate Eric Gertler. “The project has transformed a former brownfield site and will strengthen the local economy by generating new jobs, building the tax base and revitalizing a once-distressed neighborhood.”
“Manufacturing jobs continue to grow in Western New York thanks to our strategic investments and incredible local workforce,” said Lieutenant Governor Kathy Hochul. “The opening of Sandstone Springs is a significant milestone for the City of Niagara Falls and is part of our ongoing efforts to transform brownfield areas into productive sites that allow businesses to expand and prosper.”
“The job creation and innovation taking place at Sandstone Springs is not only indicative of the need for a cleaner, greener manufacturing industry, but serves as evidence that our region is at the forefront of these cutting-edge developments because of leaders like Governor Cuomo and our partners at Empire State Development,” said Mayor Paul Dyster. “The investments made here will surely have an impact on our region for many years to come, and we are proud to play host to this leader in the industry.”
The facility is located at the recently rehabilitated Union Carbide factory and office buildings, located at 3625 Highland Ave. The City of Niagara Falls purchased the distressed property and completed a $1.5 million restoration of the two buildings at the site including new utilities, air and water purification systems, clean rooms and landscaping. The project is part of the Highland Avenue Brownfield Opportunity Area.
To complete the renovation of the vacant property, ESD offered up to $500,000 to the City of Niagara Falls through the Round 5 of the Regional Council Consolidated Funding Application to help generate job growth, build the tax base and revitalize the area. The project was also supported with a $300,000 National Grid brownfield redevelopment grant and a $200,000 Environmental Protection Agency grant.
“The Sandstone Springs project is an example of how a former brownfield site can be cleaned, remediated and transformed into a prosperous location to attract new investment and employment opportunities,” said National Grid Regional Director Ken Kujawa. “Working closely with the City of Niagara Falls and through our suite of economic development grants, we identified our brownfield redevelopment program as a way to fund utility-related infrastructure improvements and other costs necessary to advance the project.”
Sandstone Springs has invested approximately $5 million to build out the manufacturing facility and accommodate the integration of its regional assets. Sandstone Springs will produce health and wellness- based products that will be both kosher and halal certified. When production is brought fully online Sandstone Springs will manufacture millions of vegan gummy candies per day and approximately 21,000 bottles of various tinctures, utilizing the most high- tech machinery available to the industry.
Sandstone Springs CEO John Bordynuik said, “Sandstone Springs is very proud to be a part of the City of Niagara Falls business community. I want to thank Empire State Development, Governor Cuomo and all our State and local leaders for providing an opportunity to create jobs and contribute to the success and future growth of the City’s economy.”
Western New York Regional Economic Development Council Co-Chair and Buffalo State College President Dr. Katherine Conway-Turner said, “Sandstone Springs will play an important role in Niagara Falls economic development plan by redeveloping a brownfield site, providing employment opportunities and revitalizing a distressed neighborhood.”
Assemblyman Angelo Morinello said, “Once again I am pleased to see new investment in our area’s advanced manufacturing sector and I congratulate Empire State Development for continuing to work diligently to create and maintain jobs in Niagara Falls. More investment in our community and the creation of good paying jobs has been and will remain one of my top priorities.”
