Harlem Community Development Corporation

Harlem Community Development Corporation (“HCDC”), a subsidiary of the New York State Urban Development Corporation, d/b/a Empire State Development Corporation, was created in 1995 to serve the greater Harlem community, including Central Harlem, El Barrio/East Harlem, Washington Heights and West Harlem. It supersedes the Harlem Urban Development Corporation (HUDC) that existed from 1971 to 1995.

Through various partnerships, HCDC plans and facilitates a wide range of community revitalization initiatives, strengthening upper Manhattan and its economically and culturally vibrant communities.

Business Services

Harlem CDC’s Business Services programs provide tools, including technical and financial assistance and skills training, to local entrepreneurs to start and grow small businesses.

THINK Initiative

The THINK Initiative provides tools for local entrepreneurs to start and grow small businesses.

NYS MWBE Certification

Harlem CDC’s Satellite MWBE Certification Center provides support to local businesses seeking NYS MWBE certification.

Community Development

Harlem CDC’s Community Development programs provide information, technical and skills training to community-based organizations and individuals seeking to create independent projects and initiatives which support further investment in Upper Manhattan.

Weatherization Assistance Program

The Weatherization Assistance Program reduces energy usage costs for low- income families in single family homes and multi-unit developments.

Home Buyer Financial Literacy Program

The Home Buyer Financial Literacy Program provides one-on-one pre-purchase counseling to first-time home buyers tailored to the specific concerns and circumstances of the client.

CERSP Grant Program

The Community and Economic Revitalization Support Program (CERSP) provides financial assistance in the form of grants for initiatives and events that advance HCDC’s mission
