Haverstraw Chair Factory Redevelopment Project

Empire State Development (“ESD”), in partnership with the Village of Haverstraw and a development team consisting of affiliates of Pennrose LLC and MPACT Collective, is facilitating a mixed-use development  on the Hudson River waterfront of approximately 450 residential units, including more than 300 income-restricted units, 5,800 square feet of commercial space, 574 parking spaces, 69,000 square feet of hotel space, an expansion of public access to the waterfront and the Village’s open space network, and other amenities.

The project is located at 30 Liberty Street, along the Hudson River waterfront, within the Village of Haverstraw, Rockland County, New York (the “Project Site”). Most of the Project Site was previously occupied by the Empire Chair Company, which ceased operations in the 1990s. The associated structures were demolished in the early 2000s. Since then, the site has generally remained vacant. The Village identified the Project Site in its 2021 Village of Haverstraw Comprehensive Plan as a priority for redevelopment and subsequently issued a Request for Proposals.  In 2022, the Village selected Pennrose and MPACT Collective as the designated developer. 

In accordance with the proposed General Project Plan (“GPP”), ESD will sponsor the proposed Project as a Land Use Improvement Project pursuant to the New York State Urban Development Corporation Act (the “UDC Act”).

The Project is expected to facilitate the transformation of an underutilized waterfront site into an active, resilient, and inclusive neighborhood that contributes to the social, economic, and physical revitalization of the Village of Haverstraw by expanding public access to the Hudson River waterfront and the Village’s open space network, strengthening the shoreline and flood resiliency, delivering jobs and economic activity, and providing a range of housing opportunities.
