ESD, on behalf of its subsidiary, New York Convention Center Development Corporation (“CCDC”), released a Request for Proposals in July 2023 for residential/mixed-use development, including affordable housing, of 418 11th Avenue, offering an opportunity to develop one of the last remaining vacant parcels on the West Side of Midtown Manhattan. In December 2024, ESD conditionally designated the Hudson Boulevard Collective — a partnership of BRP Companies, BXP, The Moinian Group and Urbane Development, to develop this parcel, also known as Site K. 

The Proposed Site-K Project will deliver over 1,400 new units of housing, including over 400 affordable units, to Midtown Manhattan. Site-K also includes a flagship hotel for the Jacob K. Javits Convention Center, retail, and public realm improvements on the surrounding streetscape. Together with Site K, ESD is considering the inclusion of Site 3HB, located on 400 11th Avenue and owned by BP/M 3HB LLC, within the Proposed Project.
