Lincoln Correctional Facility Project
In March 2023, NYS Empire State Development (ESD) issued a Request for Proposals (RFP) to redevelop the former Lincoln Correctional Facility site in Harlem. Following a competitive selection process, a development team comprising L+M Development Partners, Urbane, Infinite Horizons, and Lemor Development Group—a 65% MWBE team—was selected to redevelop the 31-33 West 110th Street site.
The 31-33 West 110th Street site will feature 105 permanently affordable homeownership units and approximately 7,500 square feet of community facility space, providing valuable resources for Harlem residents. Reflecting the State’s commitment to sustainability, the 31-33 West 110th Street site will be all-electric and passive house certified, reducing greenhouse gas emissions and advancing New York State’s Climate Leadership and Community Protection Act (CLCPA) goals.
