Defense Industry Assistance Grants

About: ESD offers grants for collaborations between non-profit organizations and small or mid-sized defense industry suppliers or early-stage defense focused companies, working together on eligible diversification projects. These grants are available for projects through which these companies will diversify their markets.  This is a competitive grant process.  Selected recipients can receive up to $50,000 towards their project.

Eligibility:

  • New York State small or medium sized businesses with 10% or more revenue coming from the Department of Defense(DOD) who partner with a non-profit organization, including institutions of higher education, that is qualified to assist with their diversification project.
  • New York State small or medium sized businesses that have funding through the Department of Defense under the Small Business Innovation Research program or Small Business Technology Transfer program (DOD SBIR/STTR) who partner with a non-profit organization, including institutions of higher education, that is qualified to assist with their diversification project.
  • New York State not-for-profit organizations, including institutions of higher education providing diversification assistance to:
    • a New York State company demonstrating 10% or more business revenue from Department of Defense-derived contracts, at any supply chain tier; or
    • a New York State company funded through the Department of Defense under the Small Business Innovation Research program or Small Business Technology Transfer program (DOD SBIR/STTR)

RFP ESD 2018 Defense Diversification Assistance - STAGE II

About: Stage II-  Defense Diversification Plan Implementation is now open for all Stage I recipients of the RFP ESD 2018 Defense Diversification Assistance.  This is a competitive grant process.  Selected recipients can receive up to $50,000 total towards their stage II project. Stage II projects must start by April 1, 2019 and be complete by December 1, 2019.

Eligibility: Stage I recipients of the RFP ESD 2018 Defense Diversification Assistance ONLY

Deadline for Stage II submissions: Accepting applications on a rolling basis

RFP ESD 2018 Defense Diversification Assistance- STAGE I- Round 2

About: Stage I-  Additional rounds of Stage I funding are now open for applications.  This is a competitive grant process.  Selected recipients can receive up to $20,000 total towards their stage I project. Stage I projects have a project timeline limit of 2 months and must start within 1 month of being selected.

Eligibility: New York State small or medium sized business that meets one of the criteria below and who partner with a New York State not-for-profit organization, including institutions of higher education.

  • Is a New York State company funded through the Department of Defense under the Small Business Innovation Research program or Small Business Technology Transfer program or;
  • Is a New York State company that receives 30% or more of their revenue from the Department of Defense.

Eligible projects for Stage I include those that will be focused on diversification research, planning, and strategy.  Projects may consist of those that assist defense supply chain companies or defense-focused early-stage companies with identifying opportunities and needs aimed at diversifying their existing or prospective customer base toward commercial markets or non-U.S. defense markets.  The applicant must clearly demonstrate how the collaborating non-profit’s assets and/or services will be leveraged to assist the company in its diversification efforts.

Deadline for Stage I- Round 2 submissions: April 1, 2019
Deadline for Stage I- Round 3 submissions: June 1, 2019

About: ESD offers grants for projects through which companies will adopt or advance a technology related to certain Manufacturing USA Institutes (listed below).  This is a competitive grant process.  Selected recipients can receive up to $50,000 towards their project.

  1. American Institute for Manufacturing Integrated (AIM)Photonics- integrated photonics
  2. America Makes- additive manufacturing and 3D printing
  3. Digital Manufacturing and Design Innovation Institute (DMDII)- digital design, manufacturing, automation, smart manufacturing
  4. Institute for Advanced Composite Manufacturing Innovation (IACMI) -advanced polymer composites

Eligibility: New York State manufacturing companies or New York State not-for-profit organizations, including institutions of higher education providing consulting or other services as described further in the guidelines.
