2024 Disparity Study

New York State has completed the 2024 Minority and Women-owned Business Enterprise (MWBE) Disparity Study.  The Disparity Study evaluates the participation of MWBEs in state contracts from April 1, 2016, through March 31, 2022, and will support ESD’s Division of Minority and Women’s Business Development (DMWBD) in its ongoing efforts to increase access, resources, and business opportunities for the MWBE community.

Required by NYS Executive Law Article 15-A, the 2024 Disparity Study finds statistical evidence of underutilization of MWBEs in state contracting in both the prime contract and subcontract levels.
