Expanding Your Opportunities:
Federal, State, Regional and Private Sector Certification Programs

Most certification programs have similar eligibility requirements. If you meet the qualifications of one certification program, you may meet the qualifications for other certification programs.

Below you will find a section for Federal Programs and the programs in the New York City Region. Each of these certification programs are used to identify firms for utilization in government procurement.

The last section has Private Sector Certification Programs: If you are considering doing business in the private sector, you may want to consider these programs. Please note: Annual Fees Apply

Section 1: Federal Programs
Small Business Administration’s (SBA) 8(a) Business Development Program The U.S. Small Business Administration's (SBA) 8 (a) Business Development Program is a business development program created to help small disadvantaged businesses compete in the American economy and access the federal procurement market.
Federal Department of Transportation Disadvantaged Business Enterprise (DBE) Certification Program Federal Regulations require that each state have a "one-stop shopping" certification process. This means that a firm would apply to only one agency for DBE certification, and that agency's decision would be honored by all other DBE certifying agencies (see below) and all entities within the state that receive funds from the United States Department of Transportation.
NYS Unified Certification Program (NYSUCP) began operation in November 2005. The four participating transportation agencies all share a common database and application process.

Section 2: New York City Region
New York City, Small Business Services Any business that wants to do business with the City of New York must register with the Vendor Enrollment Center. Log on to to download the Vendor Enrollment Application. Before registering, review NYC’s Certification Programs to see which programs your firm meets the qualifications.
New York City, School Construction Authority The SCA seeks to increase, facilitate and encourage the participation of minority-owned, women-owned and locally based enterprise (MWLBE) firms to develop and grow within the construction industry and to establish long-term business relationships with the SCA. Before registering, review the SCA’s Certification Programs to see which programs you are eligible to apply for.

Section 3: Private Sector Certification Programs
Women’s Presidents Educational Organization Women Presidents' Educational Organization is a 501 (c) (3) non-profit organization that acts as the regional partner of the Women’s Business Enterprise National Council (WBENC). We are a coalition of corporations, regionally focused women’s business organizations and certified women business owners.
NY & NJ Minority Supplier Development Council The New York & New Jersey Minority Supplier Development Council, Inc. (The Council), a not-for-profit 501(c)(3) organization, identifies minority suppliers; certifies bona-fide minority business enterprises; and facilitates procurement opportunities between Corporate America and Council-certified minority suppliers.
