Outer Harbor - Planning & Development
The Buffalo Outer Harbor Civic and Land Use Improvement Project is the general project plan (GPP) adopted by ECHDC under the New York State Urban Development Corporation Act (the “UDC Act”), which governs the various uses and public expenditures on the Outer Harbor. The policies and efforts under the GPP grow from several prior planning efforts. ECHDC co‐sponsored and/or prepared several plans which embody the goals and objectives that ultimately were set forth in the GPP, including the September 2015 Buffalo Outer Harbor Blueprint, the September 2016 Buffalo Harbor Brownfield Opportunity Area Nomination Document, and the June 2019 Buffalo Outer Harbor Preferred Plan. These planning documents were the subject of an extensive community participation process that began in early 2012 and resulted in updating the Outer Harbor zoning as part of the City of Buffalo’s larger Unified Zoning Ordinance (i.e. “Green Code”) in 2016 and in the development of this GPP.
