Entrepreneurial Assistance Program - establishes Entrepreneurial Assistance Centers in local communities to provide instruction, training, technical assistance and support services to individuals who have recently started their own business or are interested in starting a business.  The program’s 24 EAP centers are strategically located throughout New York State. 

New York State Small Business Development Centers – provides individual business counseling, research network library, workshops, seminars and on-line classes for entrepreneurs who want to start a business, improve the performance of an existing business or learn about government procurement. Services are provided through a network of 24 regional centers and are free of charge or minimally priced.

Small Business Ombudsman - provides business counseling services and helps entrepreneurs navigate New York State small business programs.  Division staff provides assistance around business planning, permitting, access to financing, and other services, either directly or through referrals to other providers.

Regional Offices – Empire State Development’s ten regional offices serve as one-stop centers to assist companies located outside of the State and those already in the State by offering a wide-range of services to both. We listen to your plans, analyze your project and provide you with the information you need to establish or expand your company in New York State.

Puerto Rican/Latino Business Development Center – provides technical assistance and referral to Latino small businesses.

Division of Minority and Women Business Development - helps minority and women-owned business enterprises (MWBE) obtain MWBE certification, financial resources, contracting opportunities, technical assistance, and information about upcoming events.

Procurement Assistance Program - helps New York State small businesses identify contracting opportunities with state government agencies, and find the resources needed to compete in this marketplace.

SCORE - "Counselors of America’s Small Business Owners” is a national association dedicated to helping small business owners form and grow their businesses, with 364 chapters around the U.S.

NYC Business Solutions - assists new or existing businesses located in New York City with a wide range of small business training and technical assistance.

New York State Office of Science, Technology & Academic Research’s (NYSTAR) Regional Technology Development Centers - are designed to create and support technology and manufacturing companies in New York.

NYSTAR’s Science and Technology Law Center - conducts legal research, and assists academic institutions, early stage and start-up technology companies, with low-cost legal consultation and services critical to research, product development and distribution, and business development.

Human Rights - N.Y.S. Division of Human Rights will advocate on behalf of business that may have experienced discrimination.

Workers’ Compensation Advocate for Business – provides assistance to individual businesses with issues regarding their coverage, understanding their rate classifications and compliance with workers’ compensation law.

Small Business Environmental Ombusdman – Empire State Development provides businesses with free, confidential assistance to help them understand and comply with environmental regulations.

Small Business Environmental Assistance Program - helps small businesses comply with federal and state environmental regulations. Free, confidential services include air permitting, evaluation of emission control technologies, pollution prevention opportunities, and compliance with waste storage, handling and disposal requirements. On-site environmental audits are also available.

Brownfield Redevelopment - provides technical assistance to facilitate the remediation and redevelopment of brownfields.

Asbestos Removal and Abatement - NYS Department of Labor (DOL) regulates asbestos control activities in NYS. Information concerning asbestos abatement and removal contractor licensing, asbestos handler certifications, notification of large asbestos projects and pre-demolition surveys.

Small Business Development Center National Information Clearinghouse (SBDCNet) - is a resource providing timely, relevant research, web-based information, and training to SBDC counselors and their small business clients. SBDCNet includes an Industry Research Directory and a Small Business Information Center, with business planning tools sample business plans, and other resources.

Small Business Resource Center at New York City's Science and Industry Business Library – is a virtual resource center created to assist small businesses. It contains a listing of business service providers and resources on business planning, market research, industry profiles, and other topics.

United States Department of Labor’s Bureau of Labor Statistics – provides a ‘snapshot’ of national data obtained from different BLS surveys and programs. The data shown are based on the North American Industry Classification System (NAICS) supersector, sector, and industry level.

U.S. Census Bureau – Business & Industry - provides statistics about U.S. businesses and governments. Each description includes links to data products, related programs and additional information. "Programs" are major data collection, business list and research data operations, including some funded by other agencies or sponsors. All active programs are included along with discontinued programs of continuing interest.

U.S. Department of Commerce – International Trade Administration – Industry Analysis, an office of Manufacturing and Services within the International Trade Administration, seeks to develop and disseminate trade and economic data and provide objective, consistent research and analysis that examines issues affecting U.S. manufacturing and services competitiveness in domestic and global markets, so as to facilitate sound policies that contribute to U.S. economic prosperity.

Publications – U.S. Small Business Administration’s Small Business Management Series provides publications aimed to assist you in managing your business.

Empire State Development's New York State Data Center provides information on economic trends, conditions and statistics. It is New York's primary repository of economic and demographic data.

Federal Statistics is the gateway to statistics from over 100 U. S. Federal Agencies.

The New York State Department of Taxation and Finance Policy and Statistical Reports provide tax data on sales and purchases by county.

The New York State Department of Labor provides state-wide data on the labor market, present and future economic trends, economic conditions, wages and health-related statistics.

U.S. Small Business Administration (SBA) - helps Americans start, build and grow businesses. Through an extensive network of field offices and partnerships with public and private organizations, SBA delivers its services.  

Business.Gov - is the U.S. Government’s official website for small businesses.  It provides access to Federal, state, and local information that helps business owners successfully start and operate while staying compliant with laws and regulations. (Small Biz website) - is an award-winning public service initiative created to facilitate awareness, access and use of free small business help offered by America's government and nonprofit small business assistance agencies on a local, regional and national scale.

Business Council of New York State, Inc. - is the leading business organization in New York State, representing the interests of large and small firms throughout the state. Its membership is made up of thousands of member companies, as well as local chambers of commerce and professional and trade associations.

NYS Chambers of Commerce - local chambers can provide a multitude of services from networking opportunities to obtaining health insurance for you and your employees.

National Federation of Independent Business (NFIB) - is a small business association representing small and independent businesses. A nonprofit, nonpartisan organization founded in 1943, NFIB represents the consensus views of its members in Washington and all 50 state capitals, and offers a variety of products and services to its members.
