Workforce Development Best Practices

The Office of Strategic Workforce Development, in partnership with Jobs for the Future (JFF) and HR&A Advisors (HR&A), has prepared a series of resources detailing important features of high-impact workforce development training programs: providing career pathways, inclusive staffing, assessing job quality, prioritizing target industries, and providing wraparound supports.

These "best practice" briefings are intended to provide a general background of these important program features and actionable advice for incorporating these strategies into programming, as well as additional resources for review. They are not meant to be a formula or directive, but rather to offer guidance as to the kinds of services, community relationships and industry focus that have been identified as essential for developing programs supportive of the economic and social challenges facing both industry and job seekers.

They serve as a resource for both prospective and current OSWD grantees, as well as the larger workforce development community, to further OSWD’s goals of developing and promoting inclusive and impactful programs, expanding opportunities to marginalized communities, and promoting equitable economic growth across the State.
